Provides program management oversight to include planning, testing, training, monitoring, tracking, delivery, and implementation of USDA HR Information Systems (HRIS) (e.g. NFC EmpowHR, USAStaffing/Onboarding, Time and Attendance and
(continued from above) ER/LR Information Systems, eOPF, SF-52/ PAR Tracking, Performance Management, Pay/Leave/Benefits/Employee History, HR Robotics Process Automation, Human Capital Data, Government Retirement Benefits Platform/OPM ORA etc.).
Serves as project manager for implementation and support of HRIS projects including project planning; resolving complex, integrated HRIS issues; recommending creative solutions; and collaborating with a variety of stakeholders.
Leads HRIS user groups to support enterprise-wide HR information systems. Fosters USDA HRIS collaborations across Agencies and Mission Areas through ongoing collaboration, communication, and training.
Manages HRIS maintenance processes including reviewing, testing, implementing, and communicating upgrades and patches. Documents processes and results.
Governs the process for enterprise system enhancements. Manages the interconnectivity of systems.

Qualifications

To qualify for this position as a TEMPORARY PROMOTIONat the GS-14 grade level, you must possess the following minimum qualifications by the announcement close date:
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Minimum Qualifications: Applicants must meet the Specialized Experience as shown below. GS-14: Possess one (1) year of specialized experience equivalent to at least the GS-13 level that included 1) Applying advanced management/organizational principles for Human Resources Information Systems (HRIS); 2) Managing, leading, and administering projects through each of the project lifecycle phases for HRIS, and 3) Researching, trouble-shooting, and resolving complex and integrated HRIS issues.
Upon completion of the detail, the employee will be expected to return to his/her regular duties.
An employee who in on detail is considered for pay and Full-time Equivalent (FTE) purposes to be permanently occupying his or her regular position of record. There will be NO CHANGE in current pay.
