Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will serve as the Resident Engineer with direct responsibility for the successful prosecution of multimillion dollar construction contracts, and represents the district Engineer and Area Engineer in dealing with local governments and projects.

Duties

Help
  • Conduct prework conferences and Quality Assurance ensuring construction activities are performed and documented in accordance with regulations.
  • Review and approve the Contractor’s project progress schedules, pay estimates, and materials procurement.
  • Interpret plans and specifications, as well as negotiate and execute contract modifications within warrant authority and appointment letter.
  • Supervise, direct, assign and provide technical advice to coordinate work for professional, technical, and clerical personnel. These personnel are engaged in construction supervision and administration of the projects
  • Responsible for the management and supervision of all assigned construction projects.
  • Monitor contractor compliance with Safety Plan and Hazard Analysis during construction to minimize occurrences of job site accidents.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY up to 20 percent of the time.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires registration or licensure in Professional Engineering, Architectural and/or Geologist. Registration may be in any state, Guam, Puerto Rico, or the District of Columbia.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes utilizing a thorough knowledge of professional engineering theories, practices, and methodology, an ongoing construction contracts with the objective of compliance with plans and specifications, adherence to industry and regulatory standards and practices, administering Design Bid Build and Design-Build multimillion dollar Coastal/Navigation, Support for Others, and Military/Interagency contracts; develops long range goals and objectives for the entire organization; and exercises final authority for a variety of personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
