Duties

Help

As a Financial Manager (Deputy Assistant Director), you will:

1. Direct the development and implementation of PSA financial, accounting, and contracting programs and systems and associated policies and procedures. Direct office planning and evaluation functions to ensure support of PSA goals and objectives and compliance with pertinent law and regulation. Manage and ensure coordination among all functions to deliver integrated services that comply with relevant law and regulation. Serve as principal management advisor to PSA senior leadership and staff on financial management, including budget, accounting, and audit; contracting, and administrative services. Work with CSOSA in developing financial plans and systems and in overseeing audits and reviews.
2. Manage all phases of the PSA budget process, including formulation, justification, execution, and defense. Direct the analysis of program proposals, legislation affecting PSA and other internal and external initiatives impacting PSA operations. Provide financial analyses, cost estimates, and other data and recommends alternatives for current and future funding. Direct the development and justification of the annual budget request and related actions, including documentation, data, and testimony.
3. Develop and implement PSA accounting and financial reporting systems and operations and associated policies and procedures. Direct the accounting operations to include accounts payable, accounts receivable, travel, and application of the US Standard General Ledger (USSGL) for data analyses, reconciliations, and reporting. Responsible for the Agency's financial statements and related disclosures and reports required for performance accountability, ensure that statements are timely, accurately reflect the financial condition of the Agency and comply with relevant policy, regulations, and Federal accounting standards.
4. Direct financial audit program and internal review planning, execution, and response. Responsible for financial internal controls and reviews required by the Federal Managers' Financial Integrity Act, OMB Circular A-123, and GAO internal control standards, and for reporting information on material or other management control weaknesses identified during reviews. Ensure development and implementation of policies and internal procedures to integrate audit and internal control requirements with all relevant budget and financial management processes and functions. Develop and oversee corrective action for thorough and prompt response to audit findings and manage the implementation of improvements, changes or other action required to resolve identified issues, weaknesses, or problems. Represent PSA with CSOSA and independent auditors as required during audits and reviews.
5. Oversee PSA procurement and acquisition systems, formulating policies and procedures and internal guidelines to acquire products and services in a timely and responsive manner in ways that comply with applicable law, regulation, and policy. Direct the processing of purchasing and contractual actions, including development of initial acquisition strategy and requirements definition; advertisement or solicitation of bids; negotiation and cost and price analysis; and contract administration, termination, and closeout.
6. Manage administrative functions for PSA, including space and facilities, physical security, mail and messenger, equipment and property inventory and control. Assess requirements based on current and projected program operations; develop policies and procedures for each area, ensuring compliance with relevant law and regulation; and lead the development of systems to deliver these services. Direct the preparation and submission of reports and other correspondence associated with these functions.
7. Represent PSA with other governmental agencies, including, but not limited to, Department of the Treasury, Office of Management and Budget (OMB), the General Services Administration (GSA) and General Accounting Office (GAO), and other external public and private organizations involved in the Office's functions. Identify and establish contacts, explaining PSA programs and fostering an open exchange of information.
8. Manage the Office of Finance and Administration. Supervising staff, administering leave policies; counseling employees and determining training and developmental goals and requirements; establishing priorities, assigning work, and evaluating collective and individual performance; and implementing programs in awards and recognition. Manage contract staff assigned to the Office, assuring that contract specifications are met and that contractor services are effectively integrated with in-house work. Define requirements for and direct the appropriate utilization of information technology in office products, processes, and services.

Qualifications

To qualify for this position, you must meet the specialized experience requirement below.

To qualify at the GS-15 grade level, you must have one year (52 weeks) of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-14 grade level. Specialized experience is defined as expert knowledge and skill of Federal budgeting, funds execution, and procurement and contracting processes, including analyzing and presenting the budgetary impact of programs and initiatives across all phases of the budget cycle. It also includes leading and developing staff responsible for budget formulation and financial management and overseeing financial audits and internal control reviews required by FMFIA, A-123, GAO standards, or similar authorities, along with implementing corrective actions to address identified issues.

Education

There is no education substitution for specialized experience at the GS-15 grade level.

1. Thorough knowledge of the full range of laws, regulation, concepts and processes for federal budgeting, executing funds, and procurement and contracting. This includes analyzing, projecting, and presenting the budgetary impact of existing programs and new initiatives during all phases of the budget cycle, and execution of procurement and contracting functions for an independent Federal agency or comparable organization.

2. Ability to lead and motivate staff performing budget formulation and financial management functions, ensuring effective communication, staff development, performance management and accountability.

3. Ability to oversee financial audits and internal control reviews required by Federal Managers' Financial Integrity Act, A-123- Management's Responsibilities for Internal Control, GAO internal control standards or other legal requirements and develop and implement corrective action to address issues and weaknesses.

PSA is a Federal agency that assists judicial officers in both the Superior Court of the District of Columbia and the United States District Court for the District of Columbia by conducting a risk assessment for every arrested person who is presented in court, identifying detention eligibility and formulating recommendations for release conditions, as appropriate. PSA's recommendations are based upon the arrestee's criminal history, drug use and/or mental health information, and relevant demographic information.
