Duties

Help
  • Designs, documents, and directs the implementation of the command's end-to-end data architecture.
  • Dictates development of policies, standards, business rules, and guidance addressing such matters as data management plans, data sharing, data disclaimers, metadata, retention schedules, reporting processes, and data quality
  • Directs development and maintenance of current-state and future-state information architecture products that depict how data assets are created, stored, processed, accessed, integrated, and shared across the enterprise
  • Ensures governance and architecture products align with mission needs and with applicable higher-echelon policy and regulatory guidance.
  • Oversees analysis of data access methods, metadata synchronization, linked-data approaches, and emerging technologies to improve automation

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a TOP Secret security clearance or access for the duration of employment.
  • TDY travel is required 30% of the time.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Must obtain and maintain the requirements for each Cyber work role at the assigned proficiency level.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: 1) Led enterprise-wide data governance and information architecture initiatives by developing and implementing governance frameworks, enterprise data models, policies, standards, and secure integration strategies that improved data quality, interoperability, and compliance across a complex organization, 2) Directed current- and future-state data architecture, advised senior executives on digital modernization, AI/ML, analytics, and business intelligence investments, and integrated data governance into organizational planning, acquisition, and mission operations, 3) Supervised multidisciplinary technical teams by establishing priorities, managing performance, developing workforce capabilities, and ensuring compliance with security and regulatory requirements, and 4) Collaborated directly with executive leadership and cross-functional stakeholders to resolve enterprise issues, represent the Chief Data and AI Officer, and drive strategic adoption of data governance principles supporting mission objectives.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

(9) Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Position may be made permanent without further competition.
