This position is located with the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), National Wildlife Research Center (NWRC) program. The program is multi-faceted and is directed at the reduction of wildlife damage as it relates to agriculture, human health and safety, public and private property, and natural resources.

Duties

Help
  • The duties may include, but are not limited to:
  • Maintenance and construction of research station facilities and assets, including buildings, grounds, pens, traps, fences, supplies, and equipment.
  • Ensuring that WS facilities, equipment, and vehicles are maintained and prepared to support the station.
  • Keeps records of equipment run logs, work orders and preventative maintenance performed in provided maintenance binders and spreadsheets.
  • Develops and adheres to a grounds maintenance schedule/plan and provides weekly progress reports to Station Leader.
  • Oversees contracts that perform landscape services by mowing lawns, walking paths, and fire lanes, as well as removing weeds, planting and maintaining ornamental plants, and removing woody vegetation from animal pens.
  • Assists with design of new water, electrical, and video-observation infrastructure.
  • Serves as the POC for annual maintenance agreements for HVAC, electrical gates, and other agreements as needed.
  • Works with Safety Officer in order to insure all State, Local, and OSHA safety regulations are met in workplace.
  • Serve as accountable property officer.
  • Become purchase card holder: submit purchase requests and reconcile receipts.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

To qualify for the WG-07 Grade Level, you must show you have had training and experience of sufficient scope and quality to provide you with the knowledge, skills and abilities to perform the duties of the position. Your resume MUST support the experience required for the grade level being appointed. Your resume must include this experience, being mindful that experience may not be inferred by job title.

I am able to perform most Maintenance Worker tasks including: routine maintenance on facility and animal care equipment; assisting with construction, preventative maintenance, repairs, and modifications of mechanical, electrical, air, and vacuum equipment; performing scheduled preventative maintenance on laboratory equipment; scraping, caulking, and painting building interior and exteriors; and selecting tools and deciding on methods and techniques to use. I work under supervision of a work leader or journey-level employee who reviews my work for completion.

Must have demonstrated ability to do the work of a Maintenance Worker without more than normal supervision. Knowledge, Skills, and Abilities required for this position are as follows:
o Knowledge of general construction and maintenance techniques of a commercial facility.
o Working knowledge of HVAC systems, automotive maintenance, and landscaping techniques in order to assist with providing preventive maintenance.
o Knowledge of proper computer use.
o Knowledge of requirements for safe working conditions.
o The ability to effectively communicate with others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: There is no education substitution for this grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Ability to do the work of a maintenance worker without more than normal supervision
  • Knowledge of equipment assembly, installation, repair, etc.
  • Technical practices (theoretical, precise, artistic)
