Duties

Help

Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility. Applies experience and detailed knowledge applicable to his/her discipline to plan and accomplish assignments. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower level professionals in day-to-day operations. 

Incumbent demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Acts a liaison between management levels within the organization, supporting the District facilities with information, material and assistance. Applied experience and detailed knowledge applicable to his/her discipline, tracks and analyzes data to ensure compliance with policies and procedures. Interprets guidelines and provide advice to District management on the operation of assigned programs and interrelationships of such programs.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the status of assignments.

Incumbent serves as the District's focal point for personnel activities. Collaborates with managers and personnel specialists to resolve specific human resource problems. Provides guidance and assistance to District managers on preparing personnel actions and justifying the appointment of selected candidates. Initiates personnel and administrative actions involving transfer, temporary assignments and promotions. Provides support to District managers for processing personnel related actions. Completes FPPS actions for district facilities without administrative support.

Established policies/procedures provide guidance for most assignments, but allow for some discretion for employee to select the most appropriate approach(es). Typically received guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional.

Reviews and fund certified E2 travel authorizations and vouchers to ensure accuracy of accounting strings and budgetary information. Provides advice and assistance on the Privacy Act, Freedom of Information Act, and paperwork management. Provides tracking and assistance to the District Office on Operational Currency and pay differentials. Purchases items for district facilities without administrative support and as a back up to the District Office. Provides guidance and assistance to District managers on staffing and waiver applications.

Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.

Work activities typically support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some specialties, the work may affect internal and external customers.

Qualifications

To qualify for this position at the FV-G, you must demonstrate in your application that you possess at least 1 year (52 weeks) of specialized experience equivalent to FV-F/FG/GS-5-9 level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in, or related to, the position to be filled.

Specialized experience is described as:

  • Experience with administrative programs pertaining to processing staffing related personnel actions.
  • Experience with staffing tracking and customer support.

Education

Substitution of Education

FV-G Level: Ph.D, or equivalent doctoral degree or 3 full years progressively higher level graduate education leading toward such a degree or LL.M., if related.

Schools must be accredited by an accrediting institution recognized by the US Department of Education.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results MUST be included in your application package. If you do not include a copy of the evaluation as part of your application package, your foreign education will not be considered.
