General Manager Duties:

As a Senior Manager you will:

  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

  • Fosters a high profile of the IRS Occupational Safety and Health Program by assuring employee awareness of potential safety hazards, promptly reporting all injuries, and effecting corrective actions necessary to eliminate safety and health hazards in the work area.
Fraud, Waste, and Abuse
  • Assures that program and administrative responsibility to minimize fraud, waste, and abuse are achieved as prescribed in the Computer Security Act of 1987, OMB Circulars A-123 and A-130, Treasury Directives, and IRS internal control procedures.
Security Awareness
  • Participates in the administration of the Information Security Program to protect taxpayer data. Ensures a high degree of subordinate employee awareness of and compliance with the need to protect sensitive (e.g., taxpayer, personnel, procurement, etc.) data within or through systems under their control. Ensures the effective delivery of services targeted to assure that all employees are aware of their roles and responsibilities for the protection of data.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.

To be qualifying for this position your experience should be sufficient to demonstrate:

  • Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.
  • Experience managing Federal real property or facilities management activities involving leasing, space requirements, asset utilization, or portfolio-related activities.
  • Experience planning and managing real property and/or facilities projects by establishing project requirements, schedules, resources, milestones, and implementation activities.
  • Experience developing and implementing facilities management strategies, policies, procedures, or operating plans to address organizational real property and space requirements.
  • Experience evaluating real property, facilities, and/or space requirements and developing recommendations for project alternatives, operational changes, or resource use.
  • Experience performing cost-benefit analyses to evaluate real property or facilities alternatives and support project or operational decisions.
  • Experience coordinating real property and/or facilities projects and program requirements with internal stakeholders, government organizations, contractors, consultants, customers, or industry representatives.
  • Experience presenting technical information, recommendations, project issues, and proposed changes related to real property or facilities programs.
  • Experience preparing written analyses, recommendations, policies, procedures, reports, or briefing materials concerning real property or facilities programs and projects.
