This position is located at the U.S. Department of Justice Headquarters in Washington D.C.
The Director, Museum and Library Staff, serves as the Department of Justice's senior executive responsible for the strategic leadership, policy direction, modernization, and stewardship of the DOJ Library System and DOJ Museum. The Director provides executive leadership through the Assistant Director for Library Services and Assistant Director for Museum Management, who manage the day-to-day professional, technical, and operational activities of their respective programs. The Director establishes Department-wide strategy, policy, priorities, resource allocations, performance expectations, and organizational objectives and is accountable for the overall effectiveness and integration of both programs

Primary responsibilities include but are not limited to the following :

  1. Providing executive leadership and strategic direction for the Department of Justice Library System and DOJ Museum, establishing the vision, mission, priorities, performance expectations, organizational objectives, and integrated strategy for the Department's legal information, library, museum, historical preservation, and institutional knowledge programs.

  2. Directing and integrating two distinct professional programs through subordinate Assistant Directors for Library Services and Museum Management, delegating day-to-day operational and technical responsibilities while retaining executive accountability for organizational performance, program effectiveness, resource stewardship, and accomplishment of Department-wide mission objectives.

  3. Developing and establishing Department-wide policies, standards, and operating frameworks governing library services, legal information resources, museum operations, collections, historical preservation, research, exhibitions, digitization, information access, and related programs, ensuring compliance with applicable laws, regulations, Departmental policies, professional standards, security requirements, and ethical obligations.

  4. Providing executive direction for the Department's legal information and library services, including the development and stewardship of legal and research collections; acquisition and management of print and electronic resources; legal reference and research services; cataloging and classification; database and digital resource management; and reliable, efficient access to authoritative information supporting DOJ attorneys, law enforcement personnel, executives, analysts, and other Department customers.

  5. Leading the DOJ Museum and institutional heritage program, directing the identification, acquisition, documentation, preservation, conservation, interpretation, exhibition, and appropriate disposition of historically significant artifacts, records, images, and other collections, and ensuring that DOJ's history and institutional legacy are accurately preserved and effectively communicated.

  6. Leading modernization and digital transformation initiatives across the Library and Museum programs, evaluating and implementing emerging technologies, digital platforms, information systems, digitization strategies, search and discovery capabilities, metadata, digital preservation, and other innovative approaches that improve access to and management of DOJ's legal, historical, and institutional knowledge.

  7. Exercising executive responsibility for organizational, workforce, financial, technological, contractual, facilities, and collections resources, establishing priorities and allocating resources between Library and Museum programs; developing and defending budget requirements; ensuring effective internal controls; and promoting efficient, accountable, and results-oriented stewardship of Federal resources.

  8. Serving as the Department's senior executive representative and principal advisor on matters involving legal information, library services, museum administration, historical preservation, institutional knowledge, information access, and modernization, advising senior DOJ leadership and representing the Department before other Federal agencies, libraries, museums, academic institutions, professional organizations, and other external stakeholders.

  9. Establishing strategic partnerships and driving continuous improvement by coordinating with DOJ components and external organizations, monitoring developments and best practices in librarianship, legal information, museums, archives, history, preservation, and information technology, and identifying and implementing innovative approaches that enhance mission effectiveness, public engagement, research, preservation, and access to Department resources.

Conditions of Employment:

  1. You must be a United States Citizen or National.
  2. Veterans' preference is not applicable to the Senior Executive Service.
  3. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file.
  4. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  5. You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  6. You may be subject to a one-year probationary period effective from the date in which you are appointed.
  7. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
  8. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application.

MTQ 1: Demonstrated experience leading complex library, museum, archival, historical, or knowledge-management organizations, including setting strategic direction, leading subordinate managers, and achieving mission objectives.

MTQ 2: Demonstrated experience modernizing library, museum, information, or knowledge-management programs through technology, digitization, improved information access, preservation, and effective resource stewardship.

MTQ 3: Demonstrated experience developing and implementing enterprise-level policies, programs, budgets, and resource strategies while managing workforce, financial, technological, and stakeholder relationships in a complex organization.



Education

Applicants must meet the applicable professional qualification requirements for the GS-1410 Librarian Series, including professional education in library science or an equivalent combination of education, training, and experience. An MLS/MLIS or equivalent graduate degree is generally expected for professional librarians; however, the GS-1410 standard does not establish a separate degree requirement for SES positions.

Candidates must demonstrate extensive, progressively responsible executive leadership experience directing complex library and/or museum programs or organizations, including strategic planning, policy and program development, budget and resource management, personnel and organizational leadership, facilities and collections management, stakeholder engagement, and oversight of administrative operations. The successful candidate will demonstrate the senior executive leadership, managerial, and administrative capabilities necessary to direct a complex library and museum enterprise and accomplish mission objectives.

Once this announcement closes the following will occur:

  1. A review of your resume, clear evidence of the 5 ECQs and MTQs, and supporting documentation will be conducted by the HR Specialist.
  2. Applicants deemed minimally qualified will be referred to an Executive Resources Board (ERB) to further evaluate applications.
  3. The ERB will further evaluate applications to determine the best qualified applicants for referral to the hiring official.
  4. Best qualified applicants will be referred to the hiring official and may be invited to participate in a structured interview. Interviews may be in a virtual setting or in person at DOJ offices.
  5. The selectee will receive a tentative offer from the agency; however, before an agency can appoint a new Senior Executive Service member, the selected individual will be subject to further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) as required by law. OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.
NOTE: You MUST address all MTQs as required above, but do not need to address the ECQs if you:
  1. Are currently serving under a career SES appointment;
  2. Are eligible for reinstatement into the SES; or
  3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).
