Major duties include, but are not limited to the following:

  • Serves as an advisor to the organization and senior level managers on acquisition and program issues that may arise and recommends viable solutions. Provides recommendations to the Office of Contracting Operations through the appropriate Center Directors of potential new areas of opportunity and works with the Program Office to ensure expected outcomes are realized.  Manages the development of enhanced program capabilities and regular updates for the future program.  Directs the research and analysis of industry trends, and identification of changing customer requirements as well as the development of acquisition-related electronic communications for program customers and stakeholders.
  • Works in collaboration with the organization in revising current procurement policies and developing new procurement guidelines and procedures for the program as needed. Monitors and evaluates the program's total procurement activities and recommends modifications or alternate methods to accomplish objectives.
  • Directs and serves as the FAS authority on contract matters related to highly specialized procurements of significant importance to the agency and to all of Government.  Requirements typically involve product and service contracts that are sensitive and controversial in nature and require tact, diplomacy and negotiation.
  • Directs pre-award, award and post-award functions. Requirements typically involve the implementation of procurement objectives for various activities such as market research, acquisition strategy, procurement planning, requirements development, negotiation strategy, award, and contract administration in accordance with established program direction using new and innovative contracting approaches. Serves as contracting officer with authority to award and sign advertised and/or negotiated contracts. 
  • Plans and delegates workload to be accomplished among the staff subordinates to meet priorities, schedules, and requirements established at the organizational level. Revises work schedules to meet changes in workload or to improve workflow, increase productivity, enhance customer service, and promote overall customer and employee satisfaction.  Formulates and issues verbal guidance or written instructions and procedures for nonroutine or complex assignments.

Qualifications

The GS-14 salary range starts at $125,776 per year.  

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Transcript Requirement: To receive consideration for this position, applicants must submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above. If you do not provide your bachelor's transcripts with your application, your eligibility for this position cannot be verified.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is defined by leading or managing acquisition staff through all phases of procurement, from initial planning to contract close-out within an organization. This experience must include 4 out of the 6 statements below:

  • Overseeing or leading pre-award, award and post award operations in an organization.
  • Leading and managing a team of acquisition professionals, including assigning and reviewing work, establishing priorities, evaluating performance, providing technical guidance, and resolving complex contracting issues to ensure the timely and compliant execution of federal procurement actions.
  • Advising senior level managers on acquisition and program issues and recommending solutions.
  • Monitoring and evaluating the respective organization's procurement programs. Recommending modifications or alternate methods to accomplish program objectives.
  • Applying knowledge of federal acquisition regulations, policies, and procedures to provide technical guidance and oversight to subordinate staff in analyzing and evaluating procurement policies and practices at the operational level.
  • Advising on product contracts that are sensitive and/or controversial in nature.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of contracting processes, strategic planning and program management methodologies, analysis and market research techniques, sufficient to advise, provide guidance, and recommend solutions on acquisition and program issues.
  2. Knowledge of federal acquisition laws, regulation and policies and procurement planning principals sufficient to provide technical guidance and policy interpretation, develop acquisition strategies, and advise program officials on procurement objectives and methodologies. 
  3. Ability to use the Federal Acquisition Service and General Services Administration Acquisition Manual to manage multiple related contract actions and contracts at the same time, including those with different contractors, requirements, and timelines.
  4. Skilled in performing pre-award, award and post award functions; applying professional acquisition and procurement management, analytical, evaluative, and other associated methods, principles, and techniques required to review, analyze, and resolve complex acquisition, procurement, and contracting needs/requirements, requests, and issues.
  5. Skilled in managing federal contracting programs, executing projects, and leading personnel toward accomplishment of objectives and organizational goals.
