Duties

Help

Specific duties include, but are not limited to:

  • Effectively plans and assigns work to the team, understanding the relationships of tasks routinely assigned to the team.
  • Oversees work which requires extensive coordination and integration and makes recommendations concerning workload management, the optimum mix of staff in consideration of operating costs and program effectiveness, introduction of improvements to work methods and processes, and assessing the readiness of individuals for the certification process.
  • Validates time and leave records, approves/disapproves leave, prepares vacation schedules and keeps employees informed of time and attendance matters.
  • Counsels employees regarding disciplinary matters (e.g. provides warnings and written counseling). Refers more serious complaints and grievances to division level management along with recommendation for action.
  • Maintains effective labor/management relationships and accomplishes personnel management duties in accordance with applicable laws, policies, labor/management agreement, and employment opportunities, laws, directives and regulations.
  • Serves as subject matter expert when responding to higher level inquiries or obtaining
    necessary information or evidence to ensure pending claims are properly adjudicated.
  • Gathers and interprets a wide range of qualitative and quantitative data to recommend appropriate actions.
  • Performs other duties as assigned.
Promotion Potential: This position is being selected at the full performance level.
Work Schedule: Full time, 8:00 am - 4:30 pm, Monday through Friday. Hours to be determined by hiring office.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. Additional Conditions of Employment are as follows:

  • Selectees are required to serve a one-year supervisory probationary period if not previously completed in a Federal position. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/08/2026.

TIME-IN-GRADE REQUIREMENT: As a current/former Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:

Specialized Experience:
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Performance of technical assignments affecting the entire field of VA's compensation and pension (C&P) benefits programs. These assignments would have required interpretation of the full range of C&P laws and regulations, to include precedent opinions of the Court of Appeals for Veterans' Claims and authoritative opinions of the General Counsel. Experience may have been gained as a VSR Authorizer, RVSR, AQRS or DRO. Examples of specialized experience would typically include, but are not limited to:
  • Quality assurance or auditor functions related to claims processing and benefit determination.
  • Adjudication and authorization of compensation, pension, and claims.
  • Determination to reconsider claims appeal cases and preparation/presentation of such cases.
There are no educational substitutions for the grade 12 level.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
