This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will serve as a Police Officer (Desk Sergeant), providing technical guidance and/or direction to personnel. Primary duties will include screening calls and relaying messages to patrol officers, fire department, and/or emergency medical services team.

Duties

Help
  • Responsible for the operation of the Emergency Communications Center (ECC) utilizing a Computer Aided Dispatch System (CAD) and other equipment.
  • Dispatches emergency responders to investigate incidents and assist in emergencies.
  • Serves as initial point of contact for complaints, inquiries, and/or making personal notification in accordance with established emergency procedures.
  • Provides structured one-on-one training and/or mentoring for newly assigned employees.
  • Ensures the police blotter is consistent with AR 190-45 in identifying all recordable offenses occurred during tour of duty.
  • Reviews written reports, crime scene security, force protection measures, community policing and/or crime prevention measures.
  • Provides guidance to subordinates as it relates to current federal, host nation, local laws, ordinances, rules and regulations.

  • This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
  • In the event of a crisis situation or wartime, you must continue to perform the duties of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization/evacuation order.
  • Must be able to work shifts, overtime, weekends as required. On-call responding to emergency calls at times beyond the normal duty day. Requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Must complete required use of force training, authority and jurisdiction training. Must meet annual training and re-certification. Requires certification in the use of radar detection equipment and alcohol detection equipment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires passing the initial and annual Physical Agility Test comprised of 1.5 miles (2.41 km) run in 17:30 minutes, and execute 19 pushups in 2 minutes.
  • Incumbent must graduate and successfully complete the Civilian Police Academy program instruction within one year of employment.
  • Must pass a medical examination and receive required immunizations for the overseas/deployed location. Work may involve lifting and carrying heavy objects of up to 50 pounds.
  • Must complete initial/annual CPR recertification and first aid. Must successfully be qualified on breathalyzer and NCIC terminal operator within 12 months of employment.
  • This position is covered by the Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires access to firearms. You must pass quarterly weapons qualification.

Qualifications

Who May Apply: US Citizens

If you are currently stationed in the overseas area as a civilian, all of your overseas time may be credited toward your current overseas tour and date, which may require an overseas tour extension (OTEX). Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area as a civilian may be credited to your five (5) year overseas rotation. Depending upon total prior tour length, without the required reset time you could be ineligible for selection.

MILITARY SPOUSE & FAMILY MEMBER PREFERENCE: To use your preference eligibility, you must physically be at the new duty station identified on the PCS orders.

MILITARY SEPARATING (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appointable within 120 days.

MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DOD (including a non-appropriated fund position) within 180 days after retirement [**unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists.]


In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Evaluating crime prevention programs to recommend changes to reduce opportunities for theft, assault, illegal entry, or other kinds of violations; 2) Reporting information to emergency services concerning serious situation to dispatch support personnel based on specific incidents; AND 3) Perform law enforcement duties based upon knowledge of laws, statutes, and procedures to maintain order and protect life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).


Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. Conditions of Employment continued:

Must possess a valid U.S. motor vehicle license and able to obtain and maintain a USAREUR/TMP driver's license.

Must obtain a medical clearance before permission is granted to take the physical agility test. Must meet manual dexterity, vision, and hearing tests; pass the annual PAT, pass a periodic medical examination.

Must qualify/remain qualified for the Individual Reliability Program (IRP).

May be exposed to inclement weather while working both inside and outside.

Must wear the DACP/SG uniform, and maintain a high state of appearance and hygiene; must be able to wear chemical protection equipment in accordance with AR 50-6.
