Duties

The individual serves as the Executive Director of the Office of Supply Management in the Office of Shared Services Delivery (Deliver), Federal Acquisition Service (FAS), General Services Administration. The executive provides program operations guidance, analyses, and procedures for the following:

  • Customer Service Centers;
  • Global Supply Management Service Center;
  • Personal Property Management Service Center;
  • Systems Integration Management Service Center and other Deliver programs to provide high quality, low cost products to Deliver customers and meet national performance goals and objectives. 

The Executive Director provides executive leadership over the Office and directs day-to-day operational activities and makes management decisions, with signatory authority on matters not requiring the Assistant Commissioner's review.  

Additionally, the Executive Director;

  • Develops strategies for innovative or highly visible enterprise initiatives for the Deliver  Office of Supply Management portfolio.

  • Maintains, coordinates, and promotes the highest standard of quality relationships with other organizations within GSA, field offices of other Federal agencies, state and local governments, trade representatives and associations and other organizations and groups to improve the adequacy and performance of all programs and operations relating to the mission, goals and services of the Deliver Office of Supply Management.

  • Conducts, directs, and coordinates program and administrative reviews for the Office; replies to internal and external audit reports; and oversees Office management information systems and office automation efforts.

  • Serves as key advisor to the Assistant Commissioner and other GSA officials on the overall operation of Deliver’s Office of Supply Management.  

  • Provides expert advice and assistance in the development and execution of Deliver policies and plans.  

  • Coordinates with other members of senior management teams on common issues, and participates in the development of overall agency-wide strategies to fulfill customer needs.  

  • Represents and speaks on behalf of the Deliver Assistant Commissioner on important and complex program operations matters, questions and problems in services with key officials, public figures and other individuals within and outside of the Federal Government. Participates in high-level conferences, meetings and forums with senior representatives from GSA, other executive departments and agencies, Congressional committees, and the Office of Management and Budget.  In this regard,executive interfaces and coordinates with personnel at the SES, General Officer and corporate management levels throughout the Federal Government and the public and private sectors.  

  • Ensures and directs timely and accurate responses to internal, external, Congressional and U.S. Government Accountability Office audits and inquiries.

  • Responsible for the financial management of appropriated, reimbursable and revolving funds.  Manages and directs the operations of the funds. Prepares and executes annual plans and budgets for the Deliver organization, consistent with established policies, guidance and regulations.

  • Provides leadership, mentoring, and supervision to subordinate directors. Fosters the development of a world-class workforce and facilitates cooperation and teamwork.

OTHER CONDITIONS OF EMPLOYMENT:

  • This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a  certification statement confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  

Qualifications

All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:

1.Demonstrated ability to lead and fully manage a complex operational organization with fee for service and requisition related functions including oversight of policy development and implementation, and activities. Experience must include the development of overall goals, objectives, long-range plans, and the management of human, financial, systems, and stakeholders.  

2.Demonstrated senior-level experience in developing, cultivating, and leveraging high-level networks across Federal agencies, industry partners, and oversight bodies to advance organizational mission and objectives. Must possess the ability to champion the portfolio’s value proposition to diverse, high-stakes stakeholders, influence senior-level decision-making, and build consensus around complex strategic priorities.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

1. Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization’s vision, mission and goals, and to drive a high-performance, high-accountability culture.  This includes, when necessary, the ability to lead people through change and to hold individuals accountable

5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier II SES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.

Applicants determined to be highly qualified may undergo a structured interview and/or other assessments, such as providing a writing sample, work plan or other written product; reference checks may also be conducted. If selected, you must be certified by an Office of Personnel Management (OPM) Structured Interview Qualifications Review Board (SIQRB), unless you are a current career SES member, former career SES member with SES career reinstatement eligibility, or have successfully completed an OPM-approved SES Candidate Development Program (SES CDP). You must receive SIQRB certification before you can be appointed to this position.
