Help

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  • Collects, compiles, and maintains qualitative and quantitative data related to commercial services (e.g., utilization statistics, correspondence, and rate request data). Performs analyses of collected data (historical and current) for use in feasibility studies, comparability studies, and other studies.
  • Reviews applicable laws, regulations, policies, guidelines, and contract language in order to develop an understanding of the regulatory framework guiding the management of the Commercial Service Program.
  • Helps commercial service providers understand applicable regulations and policies. Informs commercial service providers of legal and procedural changes that influence daily operations. Develops prospectuses and negotiates new and existing contracts.
  • Evaluates commercial services to ensure that services are provided in accordance with contract provisions and Park Service regulations. Ensures reporting provisions of contracts are met, along with the payment of concession franchise fees.
  • Works with the Commercial Services Team in maintaining close contact with key NPS staff (e.g., maintenance, interpretation) to ensure collaboration between the Commercial Service Program and other park divisions.

Duties will be developmental in nature when filled below the full performance level.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Under applicable law, the employment of an individual serving a probationary period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/17/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

GS-11:

To qualify for this position at the GS-11 grade level, you must have at least one of the following minimum qualifications by close of the announcement:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: ensuring visitor services are provided in accordance to contract provisions; ensuring administrative requirements are being provided in accordance to contract provisions; analyzing revenue and other trends; prepares recommendations for management consideration; and acts as the parks point of contact for concession providers and regional offices under guidance and supervision. You must include hours per week worked.

Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.

-OR-

Combination of Education and Experience: Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

GS-12:

To qualify for this position at the GS-12 grade level, you must have the following minimum qualifications by close of the announcement:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: ensuring visitor services are provided in accordance to contract provisions; ensuring administrative requirements are being provided in accordance to contract provisions; analyzing revenue and other trends; prepares recommendations for management consideration; and acts as the parks point of contact for concession providers and regional offices. You must include hours per week worked.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.

Work Environment: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
