The FCC was established to centralize VBA's fiduciary contact activity to yield great consistency and higher quality in the service provided by customer-facing employees. The Legal Administrative Specialist position serves to counsel Veterans, their dependents, survivors, fiduciaries, and representatives regarding the administration of all types of beneficiary estates and the protection of beneficiary rights.

Specific duties include:

  1. Counsels Veterans, their families, survivors, and representatives in both English and Spanish, providing guidance on fiduciary determinations and related matters.
  2. Follows identical procedures to validate inquiries, release information securely, and detect possible fraudulent activities, referring incidents for review as needed.
  3. Resolves payment issues, processes address changes, resumes awards, and secures claim effective dates by initiating required actions and completing necessary application activities.
  4. Provides information about available benefits, identifies needs for social services, and refers individuals to organizations that can assist, including handling crisis interactions according to guidelines.
  5. Conducts research on issues by contacting appropriate offices or agencies, provides status updates, and refers complex or sensitive situations to supervisors or other organizational elements.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-05, GS-07, GS-09.

Work Schedule: Full Time, Monday - Friday 6:00am - 6:30pm Eastern Standard Time, hours to be determined by the hiring office.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/09/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-05 position you must have served 52 weeks at the GS-04 level.
  • For a GS-07 position you must have served 52 weeks at the GS-05 level.
  • For a GS-09 position you must have served 52 weeks at the GS-07 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-05 (or higher) and the promotion potential of your current position must be at least GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-05 Grade Level:
  • Specialized Experience: Applicants must have three years of progressively responsible General Experience, 1 year of which was equivalent to at least the GS-4 level in the Federal Service that demonstrates the ability to:
    • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
    • Plan and organize work; and
    • Communicate effectively orally and in writing.
  • Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying if it provides evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
  • Education Substitution: Completion of a 4-year course of study leading to a bachelor's degree.
GS-07 Grade Level:
  • Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-5) in the Federal Service. Specialized experience is defined as experience independently making decisions and communicating to people from a wide variety of backgrounds when providing benefits counseling and claims processing and (2) Experience researching local, state, and Federal laws and regulations to determine Veterans' eligibility for benefits programs.
  • Education Substitution: One full year of graduate level education or a bachelor's degree with Superior Academic Achievement. Coursework must provide the job-related competencies necessary to perform the work of the position.
GS-09 Grade Level:
  • Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-7) in the Federal Service. Specialized experience is defined as experience explaining legal provisions, reconciling discrepancies, and resolving issues related to benefit processing (e.g., obtaining benefits, benefit payments, payment interruptions, etc.) to people from a wide variety of backgrounds.
  • Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary. The incumbent will be required to talk for long periods of time which occasionally puts a strain on the throat/vocal cords. There are no other special physical demands required to perform the work. There may be some walking, standing, and carrying of light items such as papers, books, and files from one location to another. Extensive use of a computer and a telephone with a headset are required.
