Duties:

  • Serves as the Senior Human Intelligence (HUMINT) Operations Officer. Planning and executes highly specialized, mission critical HUMINT requirements for 4 Star Directed Operations and contingency plans.
  • Acts as a HUMINT Reports Officer ensuring proper preparation, coordination and dissemination of HUMINT derived Intelligence Information Reports (IIRs). Manages Asset Validation Panels for their geographic area of responsibility.
  • Establishes, and maintains regular direct liaison contact and staff coordination with the Intelligence Community, and other organizations/agencies to ensure that coordination is accomplished and HUMINT policy and oversight requirements are satisfied.
  • Serves as a multi-disciplined HUMINT analyst. Conducts specialized human and counter-intelligence related research, evaluation, interpretation and analysis using publications, documents, reports and debriefings in response to established requirements.

  • This is an Inclement Weather position. May be required to remain at duty location or report for duty during inclement weather.
  • May require irregular work hours, including weekends and holidays. Overtime/shift work may be required.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: thorough comprehension of a variety of concepts, principles, and practices in a professional or administrative setting, such as graduate study or experience, as well as the capacity to apply this knowledge to advanced work assignments. This encompasses the capacity to create innovative collection techniques and HUMINT-related plans and strategies, in addition to practical experience in HUMINT planning, operations, and collection. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of full-spectrum HUMINT operations.
  2. Knowledge of the laws, regulations, principles, and practices that regulate full-spectrum HUMINT operations.
  3. Knowledge of HUMINT operational oversight requirements, reports, and program terms, as well as knowledge of common HUMINT operation management principles allowing candidate to provide advice concerning on-going and future HUMINT operations.
  4. Skill in adapting management techniques and evaluation criteria to the measurement and improvement of HUMINT operation effectiveness, and in serving as an oversight specialist and spokesperson to further Unit objectives concerning important HUMINT operational issues.
  5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements using available resources and with minimum sacrifice of quality or quantity of work.
  6. Ability to establish effective working relationships and communicate well with others, orally and in writing, including preparing and conducting formal and informal briefmgs.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position is designated special-sensitive and requires a Top Secret clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time. TDY may include travel to austere locations designated as imminent danger areas under deployment living conditions.
  • This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
