About the Position: Serves under the supervision of the Director of Environmental Health Sciences Division, Public Health Command-Pacific as the Deputy Director for EHS Division. Responsible for planning, budgeting, programming, directing, and supervising of all activities of the EHS Division.

Duties

Help
  • Serves as Deputy Director, Environmental Health Sciences, supervising Environmental Health, Entomology, and Health Risk Management Field Preventive Medicine Sections across Japan, Hawaii, and Joint Base Lewis-McChord.
  • Develops annual operating budgets, manages financial execution, documents unfinanced requirements, prepares Review and Analysis input, and approves customer scopes of work for reimbursable projects.
  • Develops annual technical services plans and directs regional workforce and program planning to establish the Forward Battle Laboratory - Hawaii under the Radiant Shield portfolio.
  • Supervises over 10 military and civilian personnel across the Pacific; manages selections, performance ratings, grievances, position descriptions, and training in data-fusion and artificial intelligence prompting.
  • Serves as senior technical authority to Public Health Command-Pacific and Medical Readiness Command-Pacific; assigns Technical Assistance Visits to validate operational Preventive Medicine Detachments.
  • Oversees Food and Water Risk Assessments, Water Vulnerability Assessments, environmental sampling, arthropod disease mitigation, and Operational Environmental Health Site Assessment annual schedules.

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must be able to obtain and maintain a secret clearance.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • TDY up to 25% may be required. This position is subject to TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.
  • A supervisory probationary period will be required.
  • This position is required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
  • This position is designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
  • This position is designated “Key” position as it shall not be vacated during a national emergency or mobilization without seriously impacting the organization to function effectively.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Physical Scientist (Environmental):

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (YOU MUST ATTACH TRANSCRIPTS)

OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (YOU MUST ATTACH TRANSCRIPTS)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

One year of experience which includes executing environmental public health programs; conducting Technical Assistance Visits to validate operational preventive medicine capabilities; and managing program operating budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
