This vacancy announcement is open ONLY to current, permanent Veterans Benefits Administration employees and current/former VA employees who are CTAP eligible.
The AVREO assists the VREO and manages broad-based and multi-faceted programs through a team of supervisors and team leaders. Typically, the VR&E division is comprised of professional, administrative, technical and clerical staff members ranging in grades up to and including the GS-13. The AVREO directs and supervises the administration of work involving eligibility criteria, vocational exploration, conducting assessments of both the local labor market, plan development based on appropriate vocational goals, examination of medical information, making legally binding entitlement decisions, award adjustments, award authorization, and case management services.
The AVREO has delegated authority on behalf of the VREO, to make decisions including basic eligibility for programs administered by the VR&E. Months of VR&E entitlement can result in monetary benefits for participants in training, payment of tuition and other forms of reimbursements, revolving fund loans, tutoring or reader services, individual instructor fees, financial responsibilities for the use and fiscal management of contracted counseling services, administrative travel, beneficiary travel, tools, supplies, equipment, and Employment Adjustment Allowances. Additionally, the AVREO has oversight responsibilities for the VR&E items purchased through the Visa Purchase card program.
The AVREO provides advice and recommendations to meet major goals and assists with the assessment of priorities. Makes decisions related to assigning and allocating program resources and directing and reviewing personnel within the assigned staff complement to accomplish the changing initiatives and emphasis established by Central Office program managers. Must be responsive to dynamic nature of Veteran and beneficiary populations and needs within the jurisdictional area. Assists with the development and implementation of plans to meet objectives; monitors progress toward the accomplishment of approved goals and takes steps to overcome any obstacles.
The AVREO assumes final responsibility for proper interpretation and uniform application of laws, regulations, and instructions in conformance with mandatory policies, procedures, and practices, reconciling divergent opinions. The AVREO may review personally the most difficult and complex cases and elements such as fraud, high cost programs, and independent living cases to include home adaptation, category one and two self-employment cases, re-entrance into a rehabilitation program cases, retroactive induction cases, and extension of entitlement cases. The AVREO approves cases involving Clear and Unmistakable Error (CUE), to include cases in which large sums of money may be involved. In addition, the AVREO oversees employees who do supplemental claim reviews and higher-level reviews procure counseling services and conduct formal hearings.
The AVREO will assist the AVREO as a member of the Director's staff and keeps the Director updated on critical matters. As requested, the AVREO may represent the Director at meetings conferences and conventions within and outside the Regional Office. When designated, assumes the Director's role in their absence.

Your application status page is where you can view your application status, USA Hire assessment completion status, and review your notifications sent by the hiring agency regarding your application.
Beginning September 27, 2025, Federal agencies will only accept resumes up to two pages in length to comply with the Merit Hiring Plan. Resumes longer than two pages will result in ineligibility for further consideration for the position. USAJOBS will not allow you to upload or build resumes longer than two pages, and you will need to update the resumes in your profile before applying for a job. Resumes should include information relevant to the knowledge, skills, abilities, and competencies of the position to which you are applying. VA is unable to make assumptions about qualifications if not clearly listed.
Resumes must be legible so they can be reviewed for eligibility, minimum qualifications and other position requirements listed in the job announcement. Your resume must be 5MB or less. We recommend saving and uploading your resume as a PDF to maintain formatting and number of pages. We also accept GIF, JPG, JPEG, PNG, RTF, TXT, PDF, ODT or Word (DOC or DOCX). We do not accept PDF portfolio files. We recommend using a sans-serif font size like Lato, if available. Other widely available options are Calibri, Helvetica, Arial, Verdana, Open San Source Sans Pro, Roboto or Noro Sans. Make your page margins 0.5 inches. Consider using 14-point size font for titles and 10-point for the main text in your resume. Next steps
Once your online application is submitted you will receive a confirmation notification by email. After we receive application packages (including all required documents) and the vacancy announcement closes, we will review applications to ensure qualification and eligibility requirements are met. After the review is complete, a referral certificate(s) is issued and applicants will be notified of their status by email. Referred applicants will be notified as such and may be contacted directly by the hiring office for an interview. All referred applicants receive a final notification once a selection decision has been made.
