Duties include but are not limited to:

  • Develops national quality control policies in the form of written policy procedures to ensure standardized procedures throughout the nation to ensure the prevention of vehicle misuse and abuse.
  • Determines requirements and develops justification for vehicles needed in support of RCS.
  • Performs analysis of the vehicle fleet regarding utilization, cost per mile, monthly lease costs, and maintenance and repair time.
  • Addresses and coordinates settlement of disputed charges, changes to maintenance schedules and installation of additional equipment.
  • Develops a training program to facilitate the effective utilization and operations of the Mobile Vet Center Fleet and hosts ongoing support events to provide active engagement and support to RCS staff.
  • Implements overall management and operational guidance/direction provided by the RCS Operations Officer and conducts analyses and reports.
  • Functions as Contracting Officer's Representative (COR) for development, negotiation, coordination, and resolution of contracts to secure replacement vehicles and telemetry services

Work Schedule: Monday-Friday 8:00 am-4:30 pm EST
Virtual: This is a virtual position. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For CTAP eligibility, an applicant's selection priority applies when the vacancy:

  • Is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record;
  • Has no greater promotion potential than the CTAP eligible's permanent position of record;
  • Is in the same local commuting area as the CTAP eligible's permanent position of record;

You may qualify based on your experience and/or education as described below:

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • 1) Independently analyzing business documents for making accurate conclusions and interpretations.
  • 2) Oral communication skills for interacting with management of all levels, making clear and convincing oral presentations, listening to others, and can state facts in a sometimes-negative environment.
  • 3) Communicates internal control/business process concepts and deficiencies to various stakeholders and leadership, while applying a professional and customer-service oriented attitude.
  • 4) Prepares working papers/memos/reports to test internal controls or business processes and also prepares audit or summary reports, using professional-level writing skills.
  • 5) Working with attention to details and accuracy, while demonstrating the ability to stay focused to the task.
  • 6) Demonstrated experience adapting to changes in processes and work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity.
  • 7) Displayed responsibility for protecting printed and electronic files.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate education and specialized experience directly related to the work of the Program Analyst position at the GS-9 level or above.

Readjustment Counseling Service is a unique organization within the Veterans Health Administration (VHA) that provides readjustment counseling to eligible Veterans, active military Service members whose service was in support of combat operations, who suffered a military sexual trauma, provided direct emergent medical care or mortuary services to casualties of war, or who served as a member of an unmanned aerial crew that provided direct support to operations in a combat zone or are of hostility, and their families. Readjustment counseling consists of direct counseling services, community outreach (face-to-face connection), and referral services to community providers, VA and non-VA.
