The position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC), within the Specialty Care Service. The primary purpose of this position is to ensure the smooth coordination of all administrative activities pertaining to Liver Transplant program to include performing administrative, program assessment and technical support for the Liver Transplant Program and related sections within the Specialty Care Service.

If selected at the GS-7 level, the work will be performed with more supervision and guidance. Appropriate on-the-job training will
be provided as required and the incumbent must meet the entire requisite job training to be promoted to the next higher level.

Duties include, but may not be limited to the following:

Transplant Administrative Duties

  • Constructs and manages multiple database programs which track patient specific information for clinical research projects as well as multiple organizations and review bodies such as the Medical Center, MCV, VISN 6, VA Central Office (VACO), United Network for Organ Sharing (UNOS), utilizing the UNET Database, and Joint Commission on Accreditation of Hospitals (JCAH). Coordinates all Quality Analysis (QA) activities.
  • Maintains the funding, credibility, and accreditation of the Liver Transplant program by accurately and timely reporting data.
  • Assesses, evaluates, modifies, develops and implements new methods to meet the needs of the transplant program.
  • Responds to questions from patients concerning services. Provides technical assistance to patients, administrative staff and professional staff. Receives and handles concerns ensuring that quality service is rendered in a timely, competent, and caring manner.
  • Serves as a resource for questions including interpretation of policy relating to the provision of medical services. Responds to complex questions involving a range of issues. Research problems and/or reviews issues and requests related to information regarding provisions for medical care, eligibility, etc.
  • Clarifies issues and evaluates the need for additional information. Sets up and coordinate patient's follow up care at this and other facilities. Consults with Transplant Coordinator / Director and schedules follow up tests to minimize hospital stay.
Data Management and Budget Reporting
  • Assures maintenance of detailed records on pre and post transplants. Documents, important events, test results, medication changes and other changes in the patient's care. Administratively monitors test results by retrieving data results from all VA's and update spreadsheets. Consults with Transplant Coordinator / Director on necessary changes to spreadsheet. Plans, implements and coordinates the
    collection and results of transplant related tests such as Human Leukocyte Antigen (HLA), Tissue Typing, panel reactive antibodies, T & B lymphocyte cell reactivity, donor recipient crossmatch, endomyocardial biopsies, and immunosuppressive blood levels. Manages, compiles, and tracks data and statistical information in support of the operation of the transplant programs using multiple software programs such as United Network for Organ Sharing (UNOS), On-Line Database (UNet), VA Program Database (Access), Veterans Health Information Systems and Technology Architecture (VISTA)/Computerized Patient Record System (CPRS), Transplant Website, National Surgery Quality Improvement Program (NSQIP), the VHA database for the Liver transplant patients. Administratively coordinates ongoing transplant.
Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education for GS-7 level as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of medical centers and programs i.e. clinical programs within the Veterans Healthcare System; ability to complete administrative tasks such as typing correspondence and reviewing for accuracy; knowledge and ability to communicate orally and in writing; ability to distinguish what tasks need to be completed in addition to processes required according to standard and guidelines; Exercise judgment regarding the appropriate approach to take with established process and procedures; Applies specific rules, interpret regulations, or follow procedures that affect the overall accuracy, quality, and timeliness of the final work products; Experience with record keeping; Ability to retrieve and track data from information system and identify problem areas, and makes recommendations to management to resolve issues. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of successfully completed graduate level education or superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
  • Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applies a thorough knowledge of knowledge of administrative and clinical operations, and functions of the medical center and clinic service activities and operations; knowledge of methods, practices, and medical technology principles to provide direction and guidance on complex issues related to transplant services; knowledge of medical technology principles, organ donation and procurement procedures, and regulatory compliance; knowledge of United Network for Organ Sharing (UNOS), laws and computer regulations pertaining to heart & liver transplantation; Ability to assess needs, plan for, and implement improvement programs to keep up with scientific updates in transplantation; knowledge of the current and changes to regulations and policies implemented by the Immigration and Naturalization Service and the Department of State in order to serve as the Medical Center expert, by providing, updating, and implementing changes; knowledge of the VA rules and regulations governing the hiring of foreign medical graduates, in order to accurately communicate these regulations in a manner which allows applicant's attorney to navigate the complex process of hiring a foreign medical graduate; Skill and ability to conduct meetings; Ability to communicate effectively orally and in writing. Knowledge of VA Contracting and Purchasing Regulations, cooperative agreements, VA policies and national policies and regulations pertaining to transplantation sufficient to manage Contracting Officer's Technical Representative (COTR) program. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.
