Summary

The primary purpose pf this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensure the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.

The incumbent also serves as the primary POC and responsible party for BT IPERA audit processes and documentation. Incumbent serves as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance and air ambulance. The incumbent assures and oversees the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, supervision, Fund Control Point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments, including managing the BT Behavior/Audit processes/policies/ remediation/reporting. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.

Major duties and responsibilities include, but not limited to:

  • Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments with the Medical Center's catchment area.
  • Orchestrates travel for the Medical Center's BT eligible enrollees through mileage reimbursement and contracted travel modes.
  • Acts as the Subject Matter Expert (SME) advisor to Senior Medical Center Executive Leadership and managers and the Veterans Transportation Program regarding VHA directives, policy, Medical Center Memorandums and Standard Operating Procedures to assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the programs measuring outcome of services provided by reviewing and analyzing data, making recommendations for improved transportation efficiencies and effectiveness, reviewing patient satisfaction surveys, performance measure and operational costs.
  • Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative grants managed by the Federal Transportation Agency.
  • Provides analysis and development of the VTP policy, participates in pilot programs and researches transportation alternatives.
  • Provides oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed; provides staff level with formal presentations.
  • Provides personnel management and administrative support for the Veteran Transportation Program.
  • Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff.
  • Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives.
  • Functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills and administrative/program management skills.
  • Resolves informal complaints and grievances.
  • Assures that all VTP staff obtains and maintains appropriate licenses, certifications and training appropriate for each position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated experience with communication and planning of transportation systems, application of eligibility requirements, ability to interact with various levels of internal and external customers in development and support of transportation services and requirements of Veteran patients we serve, managing a budget and developing and establishing operating procedures. (NOTE: This experience must be well documented in your resume or application package and your resume must indicate clearly the nature of your duties and responsibilities in each position and the number of hours a week spent in such employment). OR,
  • EducationApplicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED).. OR,
  • Combination:Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 2 years of graduate study that you completed). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education (i.e. the applicant has 1/2 year of graduate study beyond that required for GS-9). Therefore, the applicant exceeds the total requirement and is qualified for the position. (TRANSCRIPT REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
