As a Management Analyst, you will perform the following duties:

  • Works closely with technical leads, program managers, and subject-matter experts to develop, refine, and finalize complete solicitation packages including Performance Work Statements (PWS), Statements of Work (SOW), and Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Acquisition Plans, Market Research Reports, Source Selection Plans, Limited Source Justifications, Section 508 Compliance Checklists, IT Checklists, Cost Evaluation Reports, governance board documentation, and other required pre-award materials.
  • Ensures acquisition packages comply with departmental policies, procurement regulations, and IT governance requirements.
  • Administers and manages active contracts throughout the period of performance to ensure contractor adherence to scope, schedule, budget, and performance standards.
  • Tracks financial burn rates using spreadsheets or other tools; prepares supporting documentation for contract modifications; drafts purchase requests; and monitors funding levels.
  • Reviews, verifies, and approves contractor invoices for accuracy and completeness, ensuring timely submission for payment.
  • Maintains contract files in accordance with federal, departmental, and OCIO-specific recordkeeping policies.
  • Provides general administrative support to the OCIO, including assisting OSSD with routine operational tasks such as coordinating documentation, maintaining trackers, managing routine communications, and supporting timecard-related processes to ensure timely and accurate submissions.

This Job Opportunity Announcement may be used to fill other Management Analyst GS-0343-11, FPL GS-11 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:

  • Experience assisting with the solicitation process to acquire products or services, including preparing documentation and supporting the oversight of contract activities under the guidance of senior personnel.
  • Experience preparing draft solicitation requirement packages, supporting the development of statements of work and industry research, assisting with inputs to independent government cost estimates, and performing preliminary reviews of invoices and deliverables for senior approval.
  • Experience serving as a coordination point for IT systems by facilitating communication with IT management, internal program offices, customer stakeholders, and vendors, and ensuring information flows effectively between relevant parties.

SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. COMBINATION OF EDUCATION AND EXPERIENCE:An equivalent combination of completed graduate-level education (beyond the second year) and specialized experience, as described above, which may be used to meet the total requirements for this grade level. Office of the Secretary

The Office of the Secretary is the general management arm of the department and provides the principal support to the Secretary in formulating policy and in providing advice to the President. It provides program leadership for the department's functions and exercises general supervision over the operating units. It also directly carries out program functions as may be assigned by the Secretary and provides - as determined to be more economical or efficient - administrative and other support services for designated operating units.

The Office of the Secretary consists of the Secretary, certain secretarial officers, designated staff immediately serving those officials and a number of offices which serve department-wide functions or perform program functions directly on behalf of the Secretary.
