Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Advises and assists the RPO Division Director/Senior Manager, Director RPO, and Management in resolving critical, sensitive, or confidential matters related to employee relations, i.e., Labor Relations, National Treasury Employees Union (NTEU), or litigation issues. Consults with management and staff within the function and at higher management levels within the Agency on critical employee labor relations issues. Assists RPO Division Director/Senior Manager, Director RPO, and Management with employee evaluations, awards, and other various administrative tasks as a management proxy in a variety of employee personnel system(s).
  • Provides information and support on updates and changes and is responsible for advising management on related issues. Coordinates cross-functional activities within the assigned Division, including developing unit operating plans, Business Plan and Business Review assessments, engagement initiatives and reports. Assists the Office with oversight responsibilities by conducting specific studies and analyses to support operational reviews and measure achievement of goals and performance expectations, execution of plans, accomplishing benchmarks, compliance with directives, and effective utilization of resources. Attends interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Office on a variety of management issues. Conducts in-depth evaluative analysis of various aspects of assigned program areas in RPO, including policies, program objectives, operations, procedures, and resource use. Initiates, develops, or recommends modifications to procedures, systems, project objectives, and resource utilization to correct/improve existing deficiencies. Coordinates and represents the Office's position on complicated and controversial project issues with all affected parties. Articulates authoritative information and policy areas as needed. Serves as a key point in facilitating the resolution of controversial/sensitive implementation issues through creative methods and techniques. Oversees the preparation of comprehensive reports to keep top-level managers and executives advised of program plans and progress and communicate findings and recommendations.
  • Supports the Office in assessing the impact of new or modified program requirements. Analyzes new or proposed legislation, regulations, or other authoritative guidance to determine the impact on program operations. Prepares long-range forecasts of developments relevant to specific and/or overall program operations. Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls. Identifies resources (e.g., staff, funding, equipment, training, facilities) required to support varying levels of program operations. Identifies trends and anticipates any adverse impact on budget, labor, and/or work plans. Develops innovative solutions, documents findings and conclusions, and makes recommendations. Assists the Office in exercising financial plan management responsibility for the unit. Prepares, maintains, and executes the financial plan involving all categories of expenditures to include risk, travel, training, etc. Reviews, analyzes, makes recommendations, and/or develops contingency plans based on financial analyses and reports. Coordinates, plans, initiates, and completes funding analysis for scheduling and travel requests. Assists in the creation of event spending requests, travel authorizations and/or vouchers for Office Management if needed.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-14: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes:

  • Leading projects through initiation, planning, execution, monitoring, and closeout by developing project scopes, schedules, resource plans, budgets, performance measures, and risk mitigation strategies.
  • Evaluating programs, operations, or business processes by collecting and analyzing performance information, identifying improvement opportunities, and recommending actions to improve organizational performance.
  • Implementing process improvement initiatives by developing or applying project management methodologies, performance measures, or process improvement techniques to improve operational efficiency and service delivery.
  • Coordinating projects involving multiple organizations or stakeholders by facilitating meetings, resolving project issues, monitoring project milestones, and communicating project status and recommendations.
  • Preparing analytical reports, executive briefings, recommendations, or other written products used to support organizational planning, resource allocation, or management decisions.
  • Monitoring project performance by tracking schedules, costs, risks, performance indicators, and project outcomes and recommending adjustments to support successful project completion.

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education

Rating: Your application will be evaluated in accordance with the Service's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates.
