The The Medical Admin Officer Assistant (MAO) serves as the full Assistant to the Chief, Health Administration Service (HAS) and shares in the duties, responsibilities, and the authority of the Chief. The position is located within the James H. Quillen VA Medical Center (JHQVAMC). The JHQVAMC is classified as a Complexity Level 1c tertiary care and affiliated research facility which includes 118 operating beds, a 150 bed Domiciliary, and a 120 bed Community Living Center.

The Medical Admin Officer Assistant (MAO) is given the widest range of responsibilities to include full authority to independently reach decisions and implement programs and assure that deadlines are met. They have full delegated authority equal to the Chief in any managerial, programmatic, or administrative matters of the Business Office. In this capacity, the MAO provides leadership to the Business Office staff members and has daily interactions with administrative and clinical services of the medical center. Major duties include but not limited to:

  • Provides orientation, enhancing career opportunities through training and development, job redesign and/or similar techniques, and assures full consideration of these employees in recommending promotions, awards and other forms of recognition.
  • Conducts interviews and recommends, selects, assigns and reviews work, approves and disapproves leave, evaluates performance and identifies training requirements and arranges for training.
  • Leads in developing internal policies and programs concerning such matters as equal opportunity, merit promotion, labor-management relations, position and resource management.
  • Assists with directing the management of the programs for the Business Office, performing and overseeing the full range of human resources and program requirements.
  • Ensures effective integration of efforts/activities with other medical center operations and with community-based agencies and activities.
  • Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
  • Establishes and maintains good relations with various groups and organizations such as other hospitals, medical societies, medical schools and other colleges and universities, volunteer work groups, news media, and the community at large.
  • Upon request, informs practicing attorneys, private individuals, organizations, and representatives of local, state, and government agencies concerning the various legal and procedural problems, particularly in connection with patients' or potential patients' care.
  • Responsible for the interpretation and correct application of the various statutes enacted over a period of many years governing admission of patients in the various legal categories.
  • Determines the adequacy, according to law, of documents relating to admission, discharge, transfers and deaths.
  • Investigates, with thorough knowledge of the applicable laws and regulations, the non-medical aspects of patients' hospitalization, custody, discharge or death.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Examples of Specialized experience include but are but not limited to:
    • A mastery of a wide range of qualitative and/or quantitative methods for development and management of major administrative programs for the assessment and improvement for program effectiveness or the improvement of complex management processes and systems.
    • Having the ability and resourcefulness to engage in analytical, financial, statistical and quantitative problem solving and analysis.
    • Knowledge of mathematical procedures, quantitative, statistical and analytical methodologies and an understanding of accounting procedures and principles.
    • Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important programs that are under the management of the Business Office.
    • Extensive judgment when developing ways to obtain or develop data tools to evaluate the operation of the Business Office.
    • Developing/revising procedures and policies and realigning Business Office operations which will have medical center wide application.
    • Ability to interpret guidelines and standards and apply sound data flow systems that are feasible and cost effective.
    • Knowledge of metadata in order to provide information related to continued business operations and external requests such as Joint Commission, OIG and other audit or inspection agencies

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
