As a Lease Contracting Officer, you will perform a wide range of large scale, highly visible, and highly complex realty transactions.

Location of position: GSA - Public Building Service (PBS), Office of Realty and Lease Acquisition

The Office of Realty and Lease Acquisition is responsible for delivering leased space timely, at the best value, and with high-quality workplace solutions.

Duties

Help

  • Coordinates with other office components to ensure conformity of procedures and interpretations. Responsible for oversight of site acquisition projects including federal site acquisition, relocation, out-leasing, easements, permits, and licenses.
  • Works on projects that involve very complex and/or controversial transactions with sensitive negotiations or substantive risk to the Government, and/or large scale, high visibility projects to be accomplished under lease construction agreement and/or other innovative or highly complex/ specialized contractual vehicles.
  • Manages highly complex realty projects in collaboration with and in support to customers, such as acquisitions involving large blocks of space coupled with complex relocation issues; property management issues requiring extensive coordination; and conflicts between clients and local, state, or Federal authorities.
  • Performs a variety of complex real estate work related to the acquisition of real property and/or the management of federally owned, leased and/or delegated space, based on needs identified through the customer requirements development process.
  • Prepares and reviews required legal documentation to support acquisition determinations in accordance with application law, regulations and policies, i.e., Federal Acquisition Regulation (FAR), Federal Management Regulation (FMR), GSA Acquisition Regulation (GSAR), and GSA Acquisition Manual (GSAM). Maintains lease/site acquisition files and follows up to ensure compliance with legal requirements.

  • The incumbent is required to obtain and maintain an Unlimited Contracting Officers Warrant and FACCOR Level II Certification in active status. The incumbent is also required to complete training and ensure applicable leasing certification program requirements at a Level III. Training must be kept current in accordance with leasing certification program guidelines.

The GS-13 salary range starts at $108,173per year.   

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices. This experience must include performing the following:

  • Lease acquisition including negotiating, preparing and executing real estate contracts;

  • Conducting market surveys and real estate site inspections;

  • Performing real estate project management using project management tools to manage projects from inception to closeout;

  • Conducting cost analyses for real estate transactions;

  • Monitoring lease transactions and documents for procurement and financial accuracy; and,

  • Analyzing and providing technical advice and direction in the development and implementation of real estate policy.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in communicating effectively in writing and orally to plan and implement strategies to develop comprehensive business documents for realty projects.
  2. Skill in coordinating matters involving controversial issues and complex agency needs, adapting to frequently changing requirements and/or unanticipated substantial changes, in order to consult with appropriate subject matter experts.
  3. Skill to provide expert and authoritative advice and guidance to solve complex and controversial issues related to lease construction projects and related acquisition/agency consolidation transactions.
  4. Knowledge of the techniques, processes and procedures established within the agency for managing designated projects, including the formulation of plans and programs required in connection with the development, acquisition, design, construction, operation and management of real property in order to promote the best interests of the agency.
  5. Knowledge of Federal and agency policies, regulations, procedures and applicable Federal statutes with regard to real estate acquisition and space management, to plan and manage projects of major significance to the agency/ to negotiate the terms and conditions of high level leases.
