Duties

Help

As a Program Analyst, you will:

  • Assist with reviewing routine workflows by gathering operational data and formatting information used by higher-level staff to improve administrative processes.
  • Input and maintain routine office-level performance data and program metrics within established spreadsheets or tracking systems to support daily operations.
  • Utilize established databases and business intelligence tools (e.g., Tableau, Cognos) to input data, update existing visualizations, and run standard, pre-formatted reports on operational and defect trends.
  • Compile and organize feedback from program staff regarding basic IT and data reporting needs, maintaining logs to support higher-level staff in coordinating with the Office of the Chief Information Officer (OCIO).

The ideal candidate will have proven experience independently supporting or playing a key role in program analysis projects at the office or division level, with a focus on evaluating operational workflows and utilizing data to generate actionable programmatic reports.  The candidate must have hands-on experience evaluating, drafting, and documenting standard operating procedures (SOPs) or localized business processes to support daily programmatic or operational needs.  Direct experience coordinating, gathering, and documenting business and operational requirements aimed at supporting, improving, or implementing localized non-IT or business-side programmatic processes is an asset.

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-05 it must include:

  • Experience assisting with the review and tracking of routine program operations, established business processes, and basic data management functions.
  • Experience compiling and organizing data to help monitor program activities and supporting basic project or programmatic tasks under general supervision.
  • Experience assisting with the collection and tracking of performance metrics, participating in the preparation and formatting of programmatic datasets for review, gathering information to support the mapping of routine business processes, and performing developmental tasks that support workflow maintenance, document management, and program tracking initiatives.

To qualify for the GS-07 on Education alone, you must have:

  • At least 1 year of graduate-level education OR superior academic achievement.

You can also qualify based on a combination of graduate level education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience analyzing and supporting the implementation and performance of standard program operations, business processes, and data management functions.
  • Experience utilizing data-driven methods to track program efficiency and support associated projects and programmatic initiatives.
  • Experience maintaining performance metrics, preparing programmatic datasets for publication, mapping standard business processes, and supporting workflow integration, document management, and technology implementation.

To qualify for the GS-09 on Education alone, you must have:

  • 2 years of progressively higher-level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Program Management: Knowledge of and experience in assisting with program evaluations and operational tracking to gather data to support the analysis of operational processes, assist in tracking project schedules, and help maintain the administrative lifecycle of program initiatives.
  2. Analytical Tools & Routine Reporting: Ability to use standard business intelligence tools and software (such as Tableau, Cognos, or Excel) to input and extract operational data, update established performance metrics and generate routine reports to assist higher-level staff in tracking program trends for internal stakeholders.
  3. Data Standards & Procedural Requirement: Knowledge and ability to follow prescribed procedural requirements for maintaining standard data records and routine system operations.
  4. Administrative & Project Tracking Systems: Knowledge of and ability to use standard administrative, financial, and project tracking databases to perform routine data entry to log workload, upload and organize records within established document management systems, and assist higher-level staff by inputting standard financial and project information into tracking tools.
