This position is located within the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Training Institute, Inspectors General Criminal Investigator Academy (IGCIA).

The incumbent serves as the Program Manager for the IGCIA and is responsible for the planning, development, coordination, administration, evaluation, and continuous improvement of investigative training programs to supporting the Federal Offices of Inspectors General (OIG) community.

Duties

Help

  • Develops and maintains investigative training curricula that incorporate current investigative techniques, procedures, laws, Executive Orders, Department of Justice guidance, and other applicable professional standards.
  • Evaluates investigative training requirements by monitoring legislative, regulatory, policy, and operational changes affecting federal criminal investigations and recommends courses and program improvements.
  • Coordinates with program managers, instructors, and subject matter experts to develop lesson plans, instructional materials, practical exercises, and course delivery methods supporting investigative training programs.
  • Coordinates operational activities supporting investigative training programs, including scheduling, resource allocation, instructor support, classroom operations, student coordination, and program administration.
  • Designs, develops, coordinates, administers, and evaluates comprehensive investigative training programs for the OIG community that focuses on investigative techniques, procedures, and practices.

Qualifications

At the GS-14 level, you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is defined as: Experienced managing and evaluating complex Federal criminal investigative training programs; Developed, implemented, and improved investigative training curricula based on operational training needs; Applied applicable laws, regulations, policies, quality standards, and professional practices to recommend program improvements; and Coordinated with senior officials, subject matter experts, and Federal law enforcement stakeholders.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criteria based on agency policy.

Stipulations of Employment:
This term appointment may be extended up to a maximum total period of 4 years or terminated at any time at management discretion. Selection does not confer eligibility to be promoted or reassigned to other positions or to be non-competitively converted to a career-conditional appointment.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

This vacancy will be filling two (2) positions. These positions will be filled from one or more of the two (2) locations listed.
