Summary

You will serve as a Supervisory Park Ranger (PSAR) with the National Park Service. Point Reyes National Seashore offers the opportunity to work in one of California's most scenic coastal environments, while remaining within commuting distance of the San Francisco Bay Area. The primary purpose of this uniformed position is to perform park ranger duties associated with preventing search and rescue incidents from occurring in park units by the National Park Service

Some of the major duties you will perform include but are not limited to the following:

  • Provides direct first level supervision to 8 permanent, 3 seasonal, and over 50 part-time volunteer staff performing PSAR-impacted Visitor Services
  • Analyze and evaluate changes in PSAR program operations and their effect on overall program objectives, priorities, and milestones.
  • Conduct substantial analysis regarding PSAR-related educational strategies and program offerings.
  • Conduct substantial analysis of the park's volunteer program, identify trends and patterns in the use of volunteers for PSAR, and independently assess volunteer needs and prepare relevant volunteer service descriptions.
  • Develop and maintain effective working relationships with internal and external organizations and stakeholders invested in PSAR.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/12/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence that you possess the following selective factor(s), you will be rated not qualified.

As part of the official duties of this position, the incumbent is required to operate a Government vehicle. As such, applicants are required to have a valid State-issued Driver's License prior to the closing date of the job announcement.

To qualify for this position at the GS-11 grade level:
Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:

  1. Lead training sessions on customer service, safety messaging, and site information;
  2. Coach staff, volunteers, and peers on providing quality visitor service, including areas for improvement;
  3. Participate in interdisciplinary meetings, advocate for positions, reach to consensus and identify next steps;
  4. Ability to document trail and facility conditions while hiking in front country and backcountry with special attention to safety considerations;
  5. Ability to operate a radio and use protocols for professional communication with law enforcement, SAR, and other park staff.

EDUCATION: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. You must include transcripts.

Combination of education and experience as listed above. To combine education and experience, first take 18 Semester hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Physical Demands: The work requires considerable and strenuous physical exertion such as climbing, hiking, and lifting heavy objects. Work may be performed on uneven, steep, rough, slippery, and/or rugged terrain. EMS and search and rescue involve walking long distances over rough terrain, carrying heavy loads, and using technical rescue equipment. Going without sleep for long periods of time is a common occurrence.

Work Environment: Work is performed in an office setting, classroom, in the field, on trails, and in remote backcountry or wilderness settings. Search and Rescue and EMS work involves frequent exposure to potentially dangerous situations and/or hazardous environments to include hazardous flight landings and takeoffs, extreme outdoor weather conditions, and/or exposure to communicable diseases. Various levels of personal protective clothing are required to perform functions safely.
