The incumbent is responsible for coordinating a wide variety of activities related to PMDB, including but not limited to: preparing the annual PMDB training plan for TVCBHCS; scheduling several PMDB open trainings each week in a face-to-face, virtual, or skills assessment format; maintaining an updated roster of PMDB facility trainers and required documents for each trainer; representing the PMDB program in semi-monthly Disruptive Behavior Committee meetings; communicating with supervisors and New Employee Orientation (NEO) administrators to schedule closed classes each week. Two to eight times a month, the incumbent will spend one workday traveling to other VA facilities within TVCBHCS to oversee and/or conduct PMDB training. A few times a year, the incumbent may be required to travel to other VHA facilities to participate in trainings and conferences required to maintain their Master Trainer status.

The incumbent will be the designated Talent Management System (TMS) administrator for PMDB. They will communicate with Education to annually assign appropriate levels of PMDB training to all TVCBHCS employees, track training attendance and award credit timely in TMS, identify appropriate training exemptions and maintain an accurate record of Alternate Safety Plans, and generate TMS reports several times a month on training enrollment and waitlists, training compliance, or course evaluation data. The incumbent will regularly review evaluations from TMS and incorporate employee feedback to improve the function and effectiveness of the PMDB program.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the primary issues, goals and objectives, work processes, and administrative operations of the PMDB program; Knowledge and skills to apply analytical and evaluative methods to issues concerning the efficiency, effectiveness, and consistency of PMDB program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect PMDB; Knowledge and skills to assess information in the classroom setting in real time to determine whether any attendees need to be dismissed from training (due to physical, medical, or behavioral obstacles to training) and to coordinate alternate training arrangements; Interpersonal and instructional skills in training classes and interacting with staff throughout the facility; Knowledge of threat management including evidence-based risk assessment, data collection, management of disruptive behavior and presentation of education information effectively; Skill in communicating both orally and in writing with a variety of end users in structured and unstructured settings, to make effective oral and written presentations in a variety of settings and understandable charts and graphs and other briefing materials. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree.

The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic, Corpus Christi Specialty Clinic, Harlingen Outpatient Clinic, Health Care Center at Harlingen, Brownsville Outpatient Clinic, Laredo Outpatient Clinic, McAllen Outpatient Clinic and two Mobile Medical Units. The VATVCBHCS is an innovative and dynamic ambulatory health care system offering core services in Primary Care, Geriatrics and Mental Health as well as Specialty Medicine, Pain Management, Surgical Services, Radiology, Dental, Pharmacy, Pathology and Laboratory Medicine, Women's Health and Urgent Care.

Through the utilization of inpatient/emergency department contracts, approximately 22,500 inpatient admissions and ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Rio Grande Valley Medical School, the system has an active ambulatory care program and serves as a teaching and training site for medical residents and a myriad of health professional trainees. The VATVCBHCS is responsible for an enrollee population of over 53,000 Veterans and 612,000 outpatient visits annually.
