Help

As a Supervisory IT Specialist (INFOSEC), you will perform the following duties:

  • Oversee the procurement, development, integration, modification, operation, maintenance, and disposal of a Federal Information Security Modernization Act (FISMA) system in accordance with National Institute of Standards and Technology (NIST) 800-12. Conduct system security evaluation and ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all Information Technology (IT) services.
  • Conduct risk and vulnerability assessment of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Apply the Risk Management Framework (RMF) as it applies to Federal Information Systems and analyze and determine the Risk Mitigation process.
  • Perform a full range of supervisory functions, including developing and evaluating performance standards, giving advice, counsel, or instruction to employees. Make or approve selections for subordinate positions and identify training needs.
POSITION REQUIREMENTS:
  • Applicants must possess the following two certifications: A current Certified Information Systems Security Professional (CISSP), also known as (ISC)², AND a Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH).
  • Certified Information Systems Security Professional (CISSP) is an independent information security certification granted by the International Information System Security Certification Consortium, also known as (ISC)²
  • Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH) The GIAC Incident Handler certification validates a practitioner's ability to detect, respond, and resolve computer security incidents using a wide range of essential security skills. GCIH certification holders have the knowledge needed to manage security incidents by understanding common attack techniques, vectors and tools, as well as defend against and respond to such attacks when they occur.
  • Incumbent must have a current or past System Owner designation of a Federal Information Security Modernization Act (FISMA) system.
CONDITIONS OF EMPLOYMENTS:
  • Ship sailing and aircraft flight time supporting platform IT infrastructure, applications, or sensor instrumentation during mission operations.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14.

  • Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Any selections made under this notice will be processed as new appointments to the civil service. Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).

NOTE: A one year probationary period will be required under the Direct Hire Authority unless you are a current Department of Commerce (including NOAA) employee; and are in the same line of work; have previously completed a probationary period; and with no more than a 30 day break in service.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the 2210 series:
IT COMPETENCIES:
For all position's individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving -Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Developing IT security policies and procedures to ensure reliability and accessibility of information systems;
  • Conducting security risks and vulnerability assessment of IT systems; and
  • Leading or managing a team of subordinate personnel, such as overseeing personnel actions, assigning work, setting priorities, and making decisions on employee development.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($187,094 - $197,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

ICTAP applicants MUST submit the following documents:

  2. Copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. Copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

CTAP applicants MUST submit the following documents:

  1. Copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. Copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;
  3. Copy of your latest performance appraisal including your rating; and
