The primary purpose of this position is to serve as the Senior Financial manager for the Financial Management Division of the CCJ8, Resources and Analysis Directorate at Headquarters United States Central Command (HQ USCENTCOM). Responsible for formulating program goals, plans, and policies for the Command mission.

Duties

Help

- Plans, organizes, and overseeing the activities of the Financial Management Division.
- Serve as key advisor to the USCENTCOM Commander, Director, and Division Chief on all matters relating to financial management and associated authorities.
- Responsible for assisting the Comptroller with planning, organizing, and directing the Financial Management Division.
- Serve as key advisor to the Commander, CCJ8 Director and the HQ USCENTCOM staff on all matters relating to financial management.
- exercises supervisory personnel management responsibilities.
- Serves on various committees, boards, and group whose activvities are driven by resource considerations.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive)
  • (Cont). positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) If requested,
  • (Cont). submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement
  • (Cont). acknowledging the position occupied is identified as a TDP.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • (Cont). IAW, DoDI 3020-42, Defense Continuity Programs.
  • This is a Financial Management Level 3 Certified Position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F – Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of concepts, principles, practices, laws and regulations for budget and finance and the relationship between senior levels, (i.e. OSD (C), joint Staff, Services, COCOMS and subordinate commands) to understand financial management and budgeting between organizations and programs of other federal, State, local governments and industry.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of budgetary and financial functions, operations, policies, procedures, and practices and the concepts, theories, and practices of Combatant Command (CCMD) and Component responsibilities and operations, Joint policy, guidance and staff structure; CCMD organizations; NATO and coalition operations and relationships; and current combat and non-combat operations in the CCMD Area of Responsibility (AOR).
2. Knowledge of the financial management career field with detailed knowledge of array of statutory financial authorities and policy, security cooperation processes, commonly used financial management methods, practices, procedures, regulation, contract mechanisms, annual budget cycles, budget execution and status of available funding and funding authority.
3. Knowledge of various DoD/service directives and the complex relationships between USCENTCOM, Components, services, and OSD and its combined relationships procedures, policies, and regulations with govern or affect the formulation, justification, and execution of USCENTCOM's operating and/or investment program budgets and related costs.
4. Knowledge of the Financial Improvement and Audit Readiness activities and objectives.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. And ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
