  • Legal counsel for designated acquisition programs.
  • Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy.
  • As a senior attorney, provides expert legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, intellectual property law, and public-private partnerships.
  • Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues.
  • Maintain current knowledge of changing statutory and regulatory guidance pertaining to designated acquisition systems, weapon system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal services.
  • Follow appropriate security directives in the safeguarding of classified, sensitive, and source selection information.

  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.
  • Employee must be able to obtain and maintain an appropriate security clearance.
  • Employee may be required to work overtime. Employee may be required to travel for temporary duty away from home station.
  • Employee is required to file an Office of Government Ethics (OGE Form 450, Confidential Financial disclosure Report, upon appointment and annually thereafter.
  • Employee must sign a mobility agreement.

Ideal Candidate:
Attorney with professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. A graduate from an ABA accredited law school. Have an active bar membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia and has never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state of territory of the U.S. or District of Columbia.

GENERAL REQUIREMENTS: The first professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.

In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Attorneys performing duties in NSPS YA3 or YC3 (pay set above entry level), GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of laws, regulations, precedents and procedures related to federal Government contract law.

2. Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations.

3. Ability to communicate, both orally, and in writing.

4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields.

5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest.

6. Ability to research case law and Air Force and DoD regulations relating to legal issues.

7. Skill in presentation of and in opposition to evidence and arguments made in third party pleadings.

8. Skill in writing sound and persuasive memoranda, briefs, reports, plans, and pleadings.

9. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government.
