Duties

Help
  • Serves as business advisor, ensures all aspects of an acquisition are considered, including risks and incentives.
  • Analyzes and applies procurement policies impacting a variety of programs.
  • Develops acquisition strategies, and functions as lead negotiator.
  • Accomplishes the full scope of personnel management responsibilities for the contracting activity.
  • Performs post-award functions involving a variety of contract types, resolution of contractor delays, contractor evaluations, subcontractor surveillance, and disposition of claims.
  • Responds to audit and Congressional inquiries.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Approximately 10% travel may be required.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Basic Requirement for Contract Specialist, NH-04:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes (1) experience developing acquisition plans/strategies to ensure organizational objectives are met; and (2) conducting source selection procedures; and (3) Advising personnel on acquisition regulations and/or contract execution; and (4) Performing post award contract functions.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
