Help
  • Perform a variety of budget administration functions in the formulation, execution and review of the Civil Works Operation and Maintenance, General Regulatory, Emergency Management, and Overhead accounts.
  • Review and track status of obligations and expenditures for Civil Works Operation and Maintenance, General Regulatory, and Emergency Management appropriations received in the Kansas City District
  • Advise managers and program/project managers on requirements for the preparation, documentation, and submission of budget requests.
  • Coordinate funds request between District management, program/project managers, and customers.

  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Financial Management Level 2 Certificate in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 US Code, section 1599d.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training.
  • 1 year probationary period might be required

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

To qualify at the GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1.) Develop simple budget estimates 2.) Monitor budget execution 3) Applying policies and procedures for simple purchases.

OR

Education: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics;

OR

Combination of Education and Experience: A combination of specialized experience and education to include having the specialized experience, but less than one year and at least one year of graduate education as described above but less than the required two years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

To qualify at the GS-11:
Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1.) Apply commonly used fiscal law, policies and procedures 2) Formulate, compile and develop budget estimates; 3) monitor and analyze budget execution;

OR

Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics. (Note you must attach a copy of your transcripts.);

OR

Combination of Education and Experience: A combination of specialized experience and education to include having the specialized experience, but less than one year and at least two years of graduate education as described above but less than the required three years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
