Duties

Help
  • Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems.
  • Develops variations in approaches to fit specific problems or deals with incomplete, unreliable or conflicting data in the process of work performance in order to validate transactions and resolve inconsistencies
  • Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies.
  • Performs research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions.
  • Ensures complex tax issues involving tax documents, Do It Yourself (DITY) moves, and Relocation Income Tax Allowance (RITA) payments are accomplished accurately and timely.
  • Uses independent judgment to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries, or resolve problems referred by others.
  • Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems.
  • Sorts complicated factual information and applies a variety of financial methods to resolve issues.
  • Performs complicated actions to solve problems associated with processing actions regarding multiple pay, travel, and accounts payable financial systems.
  • Analyzes and develops a variety of new or established techniques and methods to evaluate alternatives and arrive at decisions, conclusions, and recommendations that enhance operations.
  • Analyzes and processes transactions directly with U.S. Treasury and local financial institutions to ensure credits and collections are accomplished in a timely manner in accordance with law, regulation and policy.
  • Applies information derived from personnel management systems to ensure proper pay and entitlements to Soldiers and civilians.
  • Determines appropriate travel entitlements for multiple duty statuses and situations including Temporary Duty (TDY), local travel, and Permanent Change of Station (PCS).
  • Audits the full range of pay, travel, and accounts payable authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances.
  • Performs other duties as assigned.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.

  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Management has the right to convert this position to permanent status without re-advertising.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

GENERAL EXPERIENCE: Must possess one year on-the-job experience in financial administration that demonstrates understanding of financial principles and concepts. Skill in collecting data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; and skill in applying procedures and directives by reading and interpreting program material.

GS-08 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-07 that provided the ability to provide analysis, validate, process and correct financial transactions and issues/problems involving a full range of financial services; ability to summarize, analyze and evaluate financial data; and knowledge of personnel regulations and personnel management systems. The specialized experience must also indicate knowledge of various integrated automated financial systems to perform complicated evaluations of pay actions and to troubleshoot problem disbursements; knowledge of commercial contract payment processing, receiving and invoicing procedures to compute commercial vendor payments and experience in obtaining and interpreting information, organizing and developing clear and meaningful written information.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
