Open to ALL Current Permanent Federal Employees, including Current Permanent Department of Veterans Affairs (Agency - VHA, VBA, NCA) Employees, and West Palm Beach VA Healthcare System (Facility) Employees, as well as those who fall under VEOA Act of 1998 .

The incumbent serves as an Agent Cashier (Teller) responsible for performing authorized cashiering, disbursing, and related accounting functions in accordance with Department of Veterans Affairs (VA) and U.S. Department of the Treasury regulations. The position requires independent performance of fiscal duties involving the collection, custody, disbursement, and control of public funds. The incumbent exercises judgment, maintains strict accountability, and assumes personal financial responsibility for all funds entrusted.
Additional Duties Include But Not Limited To:
Receives, examines, and records all forms of payments, including cash, checks, electronic funds transfers, and other negotiable instruments. Transactions include but are not limited to: first party patient copayments (Means Test, pharmacy, inpatient/outpatient), third party insurance collections, debts owed to the U.S. Government, Personal Funds of Patients (PFOP), and General Post Fund (GPF) deposits.
Performs authorized disbursements in accordance with established delegations, including beneficiary travel reimbursements, employee travel advances, patient refunds, incentive therapy payments, and issuance of convenience checks or third-party drafts.
Examines vouchers, invoices, and supporting documents for accuracy, proper authorization, correct fund citation, and compliance with VA, Treasury, and GAO regulatory requirements.
Determines the negotiability and authenticity of negotiable instruments, adequacy of identification, and validity of signatures. Verifies endorsement and ensures all required documentation accompanies each transaction.
Maintains accountability for an assigned cash advance fund and is personally responsible for safeguarding Treasury funds received through the Lead Agent Cashier. Balances all transactions daily to ensure proper recording, reconciliation, and reporting.
Issues prenumbered, accountable receipts for all remittances, ensuring correct appropriation codes and maintenance of all control documents and supply of accountable forms.
Determines the need for replenishment of funds based upon analysis of disbursements, anticipated obligations, and established schedules. Submits replenishment requests as necessary through approved channels.
Processes all cash collections and disbursements using standard automated financial systems (e.g., VistA, IFCAP, or successor systems), ensuring transactions are posted, balanced, and reconciled in accordance with internal control standards.
Balances daily cash receipts, disbursements, and negotiable instruments to official system records and reconciliation reports.
Prepares and processes daily deposits in compliance with Treasury and VA policies, coordinating with financial institutions or armored car services as applicable.
Initiates and tracks replenishment of funds through authorized fiscal channels and maintains detailed documentation of all replenishment actions.
Reviews and researches discrepancies or variances, prepares reports of findings, and provides documentation to accounting staff or supervisory officials.
Maintains all required financial records and logs, including accountability ledgers, cash reconciliation reports, check/draft inventories, and deposit documentation.
Provides technical assistance to accounting technicians and participates in monthly account reconciliations and reporting to the Austin Finance Center
Provides courteous and professional assistance to veterans, employees, visitors, and vendors regarding payments, account balances, refund status, and related matters.
Explains financial policies, payment procedures, and cash handling processes clearly and accurately.
Maintains composure and professionalism in handling sensitive or emotional customer interactions in accordance with VA customer service standards.
Coordinates with internal services such as Fiscal, Revenue, Pharmacy, and Travel to resolve discrepancies, verify information, or complete transaction processing.
Ensures the security of the Agent Cashier area by restricting access and maintaining control over
cash, negotiable instruments, and accountable forms.
Applies knowledge of Treasury and VA regulations, accounting principles, and banking practices related to cash management, disbursing operations, and financial accountability.
Exercises independent judgment to resolve technical or procedural problems not covered by established guidelines.
Implements and ensures compliance with new or modified VA financial management programs, including electronic payment systems, credit card transactions, and third party collection programs.

NOTE:Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
