Duties

Help
  • Responsible for payment analysis in the Defense Contract Management Agency (DCMA) Transportation Branch.
  • Responsible for directing the work of Traffic Management personnel engaged in transportation and Traffic Management functions.
  • Serves as the DCMA Transportation Branch Subject Matter Expert (SME), delivering advanced analytical evaluations to optimize and streamline the internet-based third-party freight payment system.
  • Develops and executes strategic policies, procedures, and programs to manage, evaluate, and control all aspects of the Transportation Branch’s financial payment functions.
  • Advises the Transportation Director, staff, and team on administrative matters, ensuring Traffic Management Finance Program success.

Qualifications

To qualify for a Traffic Management Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes:

- Managing, evaluating, and auditing transportation and/or logistics financial operations.
- Conducting systems analyses of transportation and/or logistics networks to isolate inefficiencies and improve protocols.
- Monitoring vendor or contractor compliance with delegated shipping authorities and initiating corrective actions.
- Reviewing and evaluating shipping documentation (e.g., Bills of Lading, manifests, or commercial equivalents) to ensure best value, carrier selection, freight classification, and cost-effectiveness.
- Utilizing automated transportation and/or logistics software systems to query data, monitor freight charges, track expenditures, and identify operational trends.
