As a Supervisory Program Analyst (DH), GS-0343-15, you will be responsible for:

  • Advises senior staff on proposals and issues involving exceptional controversy, intensive outside interest, or significant long-range effects on the program or on other organizations and plans; and provides leadership in the evaluation, assessment and improvement of programs and systems.
  • Directs requirements analysis, assesses future needs for program elements, and develops and maintains program plans on key employee initiatives.
  • Develops and manages long and short-range plans for FSA, civilian personnel, contracted staff, staff realignment initiatives, employee relation issues, management of hiring constraints, and organizational restructuring actions.
  • Carries out assignments through coordination with appropriate senior leaders, various work groups who gather and present information, and facilitate discussions and decision making supporting the identification of new employee engagement initiatives in the key business areas and/or organizational planning concepts.
  • Exercises supervisory control over assigned staff directing work, setting priorities, ensuring timely performance and quality standards of work, developing performance standards and providing advice, counsel, and instruction accomplishing the assigned functions.

Key Requirements:

  1. Must be a US Citizen.
  2. Males 18 and over must be registered with the Selective Service.
  3. Must complete a Background Investigation and Fingerprint check.
  4. Must be determined suitable for federal employment.
  5. Relocation expenses will not be paid.
  6. You may be subject to serve a one-year supervisory probationary period.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience in working collaboratively with leadership creating and implementing programs connecting employees with enterprise level goals, e.g., measuring employee engagement and implementing organizational effectiveness interventions.
2. Experience in applying analysis and implementation techniques to develop and build teams and identify opportunities to restructure processes and develop the details critical to successful implementation of organizational changes.
3. Experience in utilizing quantitative and qualitative methods and techniques for gathering and analyzing data, measuring, and evaluating accomplishment of enterprise level goals and objectives, and improving systems or processes.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Skilled in managing multi-team efforts in developing, interpreting, and adapting new or revised methods, policies and procedures that affect major agency programs and key aspects of the agency strategic plan.
2. Knowledge of training methodologies and instructional design principles sufficient to plan and develop training programs for employees and senior leadership.
3. Ability to function with complete delegated authority overseeing the overall planning, implementing, evaluating, and modifying goals, objectives, and overall support activities of the team.
4. Skilled in work that frequently involves managing multi-team efforts with participation from significant resources outside the
designated business unit.
5. Knowledge in supervision and oversight requiring significant and extensive coordination and integration of professional and administrative work performed.

This assistance includes grants, loans, and work-study assistance to nearly 12.9 million students through approximately 6,100 postsecondary institutions. Additionally, FSA manages the administrative and oversight functions supporting programs authorized under Title I and Title IV of the Higher Education Act of 1965.
