Duties

Help
  • Coordinates the daily maintenance, structural repairs, and grounds-keeping activities across training venues, drop zones, and support buildings to ensure continuous operational readiness.
  • Formulates short- and long-range life-cycle sustainment plans for physical structures, utility grids, and special equipment facilities to meet long-term organizational requirements.
  • Prepares annual operating budget projections and financial execution workups based on historical expenditures and anticipated training site requirements.
  • Monitors budget execution using a government purchase card (GPC) to acquire necessary facility supplies and materials while remaining within approved funding limits.
  • Develops detailed scopes of work (SOW) for new facility construction and service requirements to address internal capability and manpower gaps.
  • Serves as a contracting officer's representative (COR) on construction and maintenance projects to inspect vendor performance and verify compliance with technical specifications.
  • Conducts physical security risk assessments of training locations to draft physical security standing operating procedures (SOPs) and protective measures.
  • Inspects environmentally sensitive facility locations to generate National Environmental Policy Act (NEPA) documentation required for upcoming construction projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
  • Position is subject to random drug testing. Incumbent must pass a drug test.
  • This position requires a pre-employment physical, must be able to lift 75 pounds.
  • The employee will be required to successfully pass physical examinations as required by Federal and Of?ce of Safety and Occupational Health Administration guides as a pre-employment condition and annually.
  • Must be able to obtain and maintain a valid vehicle operator's licenses to drive military and civilian vehicles in accordance with AR 600-55.
  • This position is designated as mission essential, consistent with the criteria described in DoD instruction (DoDI) 3024.42
  • Employee must reside within the local area (50 miles) and able to report to work within an hour notice.
  • TDY required is 10%
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Formulating budget estimates to secure materials, supplies, or contracted services for daily facility operations; Drafting facility maintenance plans to sustain physical structures, training grounds, or utility systems; Inspecting contractor performance or facility grounds to ensure compliance with physical safety, security, or environmental guidelines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
