This position is in the Office of Board Authorized Finance ("OBAF"), Corporate Banking Division. OBAF is responsible for the development, underwriting, and execution of medium and long term ("MLT") financing transactions at the Bank. Also, OBAF is responsible for leading generation and the overall relationship management of the Bank's long and medium-term customers. The Corporate Banking Division is responsible for originating, underwriting, and structuring medium- and long-term corporate balance sheet financings of capital expansion for creditworthy domestic borrowers, either through direct loans or loan guarantees under the EXIM Make More in America initiative.

Duties include, but are not limited to:

  • Provides executive leadership and direction over Corporate Banking Division staff, exercising full supervisory/managerial authority - workforce planning, recruitment, performance management, employee development, discipline, and training - to ensure the Division meets its statutory and program goals.
  • Provides executive oversight for the underwriting, structuring, documentation, approval, and disbursement of Make More in America (MMIA) transactions, ensuring sound credit decisions and compliance with statutory, regulatory, and policy requirements across multiple industry sectors.
  • Partners with other OBAF Vice Presidents, the SVP OBAF, and the Chief Banking Officer to integrate the Division's short-, medium-, and long-term goals into OBAF and EXIM's broader strategic objectives.
  • Exercises Individual Delegated Authority to independently negotiate and approve financing terms with borrowers and creditors for new authorizations and post-authorization modifications, taking full accountability for binding commitments on behalf of the Bank.
  • Serves as the Bank's recognized technical authority on complex corporate and balance sheet financing in one or more highly specialized sectors (e.g., advanced manufacturing, critical minerals, satellites/launch, telecom, AI), advising senior leadership on financing strategy and risk management.
  • Leads relationship management and negotiation with borrowers, lenders, and exporters on highly complex deals - early-stage companies, difficult credit analysis, intercreditor and regulatory issues - directing strategic analysis and innovative structuring solutions for multi-million-dollar transactions.
  • Represents EXIM as a technical/expert authority before the Board of Directors, high-level executives at financial and corporate institutions, other federal agencies, and industry conferences on program and policy matters.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience underwriting, structuring, negotiating, and/or managing complex corporate credit transactions (e.g., balance sheet financings, structured or project finance, syndicated loans, or comparable multi-million-dollar corporate lending transactions) involving analysis of financial statements, credit risk, and repayment capacity.
  • Experience exercising independent authority (delegated, individual, or committee-based) to approve, recommend, or decline financing transactions based on credit analysis, risk assessment, and applicable lending policy.
  • Experience providing leadership, technical direction, or supervision to a team of loan officers, credit analysts, or similar financial/credit professionals, including assigning and reviewing work and developing staff.
  • Experience serving as a primary point of contact/negotiator with borrowers, lenders, legal counsel, or other financial institutions on transactions involving competing interests, intercreditor issues, or regulatory complexity.
  • Experience applying financial/credit expertise within one or more relevant industry sectors (e.g., manufacturing, critical minerals, energy, technology, aerospace, or comparable capital-intensive industries) or demonstrated ability to rapidly develop such expertise across sectors.
Education cannot be substituted for experience at the AD-00 grade level.
