Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Duties and responsibilities include but not limited to:

  • Directs, assists, oversees, plans and develops activities within the Diagnostic Imaging Service (DIS) under the general direction of the Chief Technologist. The Outpatient Clinic of the North Florida/South Georgia Veterans Health System DIS includes General Radiology, CT, Ultrasound, and MRI.
  • Function with initiative and independent judgment in his or her sphere of responsibilities.
  • Formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to subordinate Lead DRT and staff technologists.
  • Assigns work and duties based on the appropriateness of assignments, difficulties of assignments and the capability of the employee, maximizing utilization of DIS services.
  • Perform Annual Performance Appraisals and quarterly competencies for the assigned technical staff.
  • Assures that the DIS sections have appropriate coverage in their section including approves/disapproves all leave requests and section overtime, establish holiday assignment roster, develops and implements appropriate calendars for department coverage.
  • Prepare meeting agendas, in-service presentations and hold monthly meetings with staff to communicate changes and expectations for each section under their supervision.
  • Serves on boards and makes recommendations to the Chief Technologist, Imaging Program Administrator and Chief of Radiology for employee's reassignments, awards, and disciplinary actions.
  • Continually reviews new developments in the field of radiology.
  • Delegated to act in the absence of the Chief Technologist.

Work Schedule: 7am - 3:30pm, Monday through Friday

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)

Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that you can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.

Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).

Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.

Grandfathering Provision. All persons employed in VHA as a DRT on the effective date (12/13/19) of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation.



Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:

Supervisory Diagnostic Radiologic Technologist, GS-11
Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist.

Demonstrated Knowledge, Skills and Assessments. The candidate must demonstrate all of the following technical KSAs:

  • Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
  • Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
  • Skill in problem solving and conflict resolution.
  • Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
  • Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
  • Skill in participating in organizational facility initiatives, workgroups, and/or committees.

Assignment. Functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. Evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. Develops and maintains protocol manuals for procedures performed in the section. Responsible for implementation and adherence to all safety practices and policies for the section. Directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

The full performance level of this vacancy is GS-8. The actual grade at which an applicant may be selected for this vacancy is GS-11.

Physical Requirements: The work requires long periods of standing and walking. There is some bending, lifting, and carrying of light items such as CR film cassettes. There is occasional moderate exertion such as lifting multi-exposure film cassettes or assisting other technicians in lifting and positioning patients. Heavy lifting of totally incapacitated patients is done only with the help of other employees.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

There is a large outpatient psychiatric population, with admissions for medical co-morbidities. Home-Based Primary Care is provided in the veteran's home.
