Some of the major duties you will perform include but are not limited to the following:

Directs an intricate program of resources management activities that involve sensitivity and complex issues that may impact a wide variety of park issues.

Plans work to be accomplished by subordinates, sets and adjust short and long-term priorities, and prepare schedules for completion of work; assigns work to subordinate based on priorities, considers the difficulty and requirements of assignments, and the capabilities of employees; evaluate work, performance of subordinate; gives advice, council, or instruction to employees on both work and administrative matters; interviews candidate for position; performs minor, disciplinary matters, such as warnings and reprimands, recommending other action and more serious cases; identifies, provides, or arranges for developmental and training needs of employees; and develops performance standards, performance goals, position descriptions, vacancy announcements, and rating criteria for evaluating applicants.

Represents the superintendent when working with others on resource stewardship issues. Develops and maintains effective working relations with native Americans, other traditionally associated and related groups, agencies, and the public. Attends management and professional conferences and other events for the purpose of exchanging information and advocacy for Park stewardship.

Prepares and coordinates the efforts of others in the preparation of resources, management plans, and specific action plans pertaining to the management and protection of cultural and natural resources. An important aspect of this activity is the integration of natural and cultural resource program activities.

Develops and implements long range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the resources within the appropriate mission, objectives and resources context.

Coordinate Park resources management programs with those on adjacent lands for the purposes of achieving broad protection strategies and preventing human impacts. Provides for public involvement, including Native Americans and other traditionally associated groups in sensitive or potentially controversial resources issues. The park programs are well coordinated with both a local and regional context. Develops and maintains pure relationships with researchers, subject matter, experts, and resource says managers of other agencies, cooperating university, traditionally associated groups, and other entities in order to encourage and facilitate cooperative regional strategies.

Qualifications

Qualifications:

All qualifications must be met by the closing date of this announcement - 09/11/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements

To qualify for this position, you must meet the following minimum qualifications:

Basic Educational Requirement AND Specialized Experience

This position may be filled as Historian GS-170-12, Biologist GS-401-12, Cultural Anthropologist GS-190-12, or Archeologist GS-193-12. You must meet the basic educational requirement for the series for which you are applying.

Basic Educational Requirements

Historian, GS-0170

You must meet one of the following:

A. Degree:Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in history, or a related field that included at least 18 semester hours in history.You must submit transcripts.- OR -B. Combination of education and experience:Courses equivalent to a major in history or a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.You must submit transcripts.

Biologist, GS-0401

You must meet one of the following:

A. Degree:Successfully completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree that included a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.You must submit transcripts.- OR -B. Combination of education and experience:Coursework equivalent to a major (24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a closely related discipline, plus appropriate experience or additional coursework.You must submit transcripts.

Cultural Anthropologist, GS-0190

You must meet one of the following:

A. Degree:Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in an appropriate field of anthropology.You must submit transcripts.- OR -B. Combination of education and experience:Coursework equivalent to a major (24 semester hours) in anthropology or related coursework, plus appropriate experience or additional education.You must submit transcripts.- OR -C. Experience:At least four years of appropriate professional-level experience in anthropology performing research, museum work, or related activities.

Archeologist, GS-0193

You must meet one of the following:

A. Degree:Successfully completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree that included:- 3 semester hours in the history of archeology;- 3 semester hours in the archeology of a major geographic area;- 3 semester hours in regional archeology or archeological cultures for specialization;- 3 semester hours in theory and methods of archeology (typology, classification, sampling, cultural evolution, diffusion, dating, analytical techniques);- Archeological field school;AND- Six semester hours of related coursework (geography, geology, cultural geography, history, historiography, historical archeology, environmental studies, scientific writing, or surveying).You must submit transcripts.- OR -B. Related curriculum:Bachelor's or higher degree in anthropology, history, American studies, or a related field with coursework similar to the requirements above, including archeological field school.You must submit transcripts.- OR -C. Combination of education and experience:College-level education or training providing knowledge equivalent to the requirements listed above, plus appropriate technical experience or additional education.You must submit transcripts.- OR -D. Experience:At least four years of professional archeological work experience demonstrating knowledge of archeological theory and principles. Experience must include fieldwork (survey, excavation, laboratory analysis, and preparation of written materials). Applicants must be able to perform crew-chief-level duties after additional supervised experience.

In addition, you must meet the Specialized Experience for this position. In order to be qualified for this position, you must possess one year of specialized experience, equivalent to the GS-11 level in the Federal service, professional knowledge of natural and cultural resources, including as appropriate but not limited to history, archeology, historic structures, ethnology, cultural landscapes, natural and cultural museum collections, archives, botany, wildlife biology, ecology, hydrology, and physical sciences. Examples of this include:

1. Experience drafting and implementing resource management plans. The candidate must have previously written, coordinated, and implemented natural or cultural resource management plans or action plans-such as inventory plans, monitoring protocols, or preservation/mitigation plans-and demonstrated the ability to integrate multidisciplinary resource information (e.g., historic, archeological, biological).

2. Experience conducting field-based resource inventories and scientifically credible monitoring. The candidate must have performed hands-on inventory or monitoring tasks, including designing sample plots, collecting field data, recording results using professional standards, and analyzing findings to evaluate resource conditions.

3. Experience preparing compliance documentation under NHPA and/or NEPA. The candidate must have developed compliance documents such as Environmental Assessments (EAs) or Categorical Exclusions, Section 106 reviews, or evaluations of Environmental Impact Statements, ensuring projects adhered to federal cultural and natural resource protection requirements.

4. Experience managing projects, budgets, and agreements. The candidate must have created work plans, schedules, cost estimates, or statements of work, and administered funds or has the ability to become an Agreements Technical Representative (ATR) or Contracting Officer's Representative (COR).

5. Experience providing technical guidance or training to staff, partners, or stakeholders. The candidate must have previously trained, advised, or provided professional guidance on resource management procedures-such as instructing staff on data collection standards, monitoring protocols, museum curation procedures, or compliance workflows-and demonstrated the ability to communicate technical information clearly.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not allow substituting education for experience.

PHYSICAL DEMANDS: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

WORK ENVIRONMENT: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. On occasion, flying in fixed-wing aircraft and helicopters is possible.
