  • You will design, execute, and sustain a comprehensive enterprise Knowledge Management (KM) strategy that seamlessly integrates people, processes, technology, and governance across all DKI APCSS mission functions.
  • You will serve as principal advisor to Center leadership on enterprise knowledge strategy and organizational learning.
  • You will establish work group mission, vision, and goals aligned with Center policies, objectives and strategic goals.
  • You will plan and prioritize work, assign tasks to subordinates based on capabilities and requirements.
  • You will evaluate performance of subordinates and provide feedback.
  • You will develop and approve performance standards, communicate expectations, and recognize excellent performance Identify and address developmental and training needs of employees.
  • You will integrate organizational processes, collaboration environments, education and engagement systems, and knowledge-sharing practices across all functional areas of the Center.
  • You will establish and enforce advanced standards, policies, and governance frameworks to drive knowledge sharing, foster collaboration, and enhance institutional learning across academic, operational, and administrative domains.
  • You will lead development, implementation, and maintenance of up-to-date training materials, guides, and tutorials to facilitate faculty and staff use of the tools, processes, and technology within the DKI APCSS learning and operational architecture.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require working outside normal duty hours.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Aligning and integrating technology-enabled platforms (i.e.: Learning Management Systems and collaboration tools) with complex organizational processes to improve efficiency; 2) Planning, organizing, and directing team-based work and negotiating effectively with management to implement recommendations involving substantial resources or changes to procedures; 3) Planning, establishing, and measuring long-range Knowledge Management goals and objectives; 4) Analyzing organizational structures and business processes to improve sharing, accessibility, and use of information; 5) Applying analytical and evaluative methods to measure knowledge management program effectiveness and ensure compliance with regulations.

Defense Security Cooperation Agency

The Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) is a U.S. Department of Defense institute that officially opened Sept. 4, 1995, in Honolulu, Hawaii. DKI APCSS addresses regional and global security issues, inviting military and civilian representatives of the United States and Asia-Pacific nations to its comprehensive program of executive education and workshops, both in Hawaii and throughout the Indo-Pacific region. The Center supports the U.S. Indo-Pacific Command's objective of developing professional and personal ties among national security establishments throughout the region. With a non-warfighting mission, the Center focuses on a multilateral and multi-dimensional approach to defining and addressing regional security issues and concerns.

The most beneficial result is building relationships of trust and confidence among future leaders and decision-makers within the region. DKI APCSS provides a focal point where national officials, decision makers and policy makers can gather to exchange ideas, explore pressing issues and achieve a greater understanding of the challenges that shape the security environment of the Indo-Pacific region. The Center gives attention to the interrelationships of military, economic, political and diplomatic policies relevant to regional security issues through its three academic components: executive education, workshops and research and publications efforts.
