Summary

The incumbent serves as Chief, Support Services Division which covers both Administrative and Finance activities. The Division has responsibility for providing timely and cost-effective support services to the Regional Office (RO) and its satellite offices. The Chief is responsible for providing advice and assistance to the Director, Assistant Director and key officials on all phases of the Administrative and Finance functions of a Regional Office.

Duties

Help

Administrative Officer specific duties include, but are not limited to:

- Presents regular briefings to the RO Director, giving workload status, providing progress on projects, and making the Director aware of all issues or problems which they should be acquainted or must become involved.
- Conducts detailed studies of organizational functions and work processes during all phases of RO activities.
- Responsible for station's accounting systems, financial reporting and finance operations.
- Responsible for the administration of an annual non-payroll budget, in addition to funds allocated for minor construction projects.
- Administers functions related to the processing and control of various accounting and statistical information systems and is responsible for the input, correction, and resubmission of data to the processing centers.
- Provides oversight for the RO's central mailroom, including overseeing receipt, distribution and dispatch of mail.
- Responsible for all construction planning and projects at the RO.
- Provides support services for facilities and space management, contracting services, supplies and equipment, GSA vehicles, transit benefits, COOP, building security, Personal Identification Verification (PIV), travel management, and credit card management.
- Develops, recommends and implements a variety of programs, the failure of which would have extreme adverse impact on the overall operating capability of the VA elements served.

Relocation Expenses: Authorized. Relocation expenses and services (Permanent Change of Station - PCS) are authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/31/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least None.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below. You must have one year of specialized experience to at least the next lower grade GS-12, in the normal line of progression for the occupation in the organization:

GS-13 Grade Level:
  • Specialized Experience is experience in a multifaceted program of services, administrative operations, management programs, and budget/fiscal for a large Federal office. Experience must demonstrate ALL of the following:
1 ). Managing or supervising an administrative support function that provides a combination of administrative or related services (i.e. PIV Cards, physical security, safety).
2). Administers a large complex budget and a comprehensive integrated accounting system to include preparing and monitoring complex budgets and resolving financial management issues;
3). Formulates and executes budget activities for the RO.
4). Prepares reports, plans, policies, position papers and technical presentations involving administrative program issues.
5 ). Provides advice, planning directing and management of RO Facilities.
6). Planning, managing, executing, evaluating and facilitating program success, efficiency, and cost effectiveness.

Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates and to operate and manage a successful program operation to include making and/or approving selections and promotions; preparing performance ratings and awards; making decisions on non-routine training needs, training requests, extensive overtime and employee travel.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The position is primarily in an office setting. This work normally involves mental rather than physical exertion. Some travel may be necessary on occasion for training, meetings, or customer interactions.
