This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a senior Construction Representative at a major construction project, or as an inspection coordinator for several smaller projects, or as the employee responsible for the overall planning and coordination of dredging and other construction and maintenance work.

Duties

Help
  • Review pre and post-dredging hydrographic surveys.
  • Conduct inspection of work progress to ensure compliance.
  • Ensure adherence to safety program require by construction regulations.
  • Review inspection logs/reports to ensure payment computations prepared by the inspection personnel is accurate and adequate.
  • Report project status to project managers and dignitaries.
  • Develop inspection plans, requirements, and control methods to be employed on civil works projects.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-10: One year of specialized experience which includes: 1) Inspecting materials and/or workmanship on civil work projects; OR 2) Reviewing project documents to ensure contractor compliance with guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience for GS-11: One year of specialized experience which includes at least two of the following: 1) Monitoring contractors' quality control or inspection program; OR 2) Surveillance or inspection of the construction worksite for quality or safety; OR 3) Coordinating with agency or contractor personnel on construction projects during inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
