Summary

This position serves as a Supervisory Recreation Fee Specialist. The primary purpose of this position is to perform a variety of administrative duties that are associated with the management of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA).

Help

The major duties of this position include, but are not limited to the following:

  • Supervises the park-wide recreation fee collection program and ensures proper handling and reporting of funds, including 3rd party vendor contracts.
  • Supervises and trains fee technician staff and campground host volunteers.
  • Operates and troubleshoots fee computers and electronic equipment.
  • Develops, plans, and tracks the Cost of Collection budget.
  • Implements national and regional fee policies, evaluates operational needs, and recommends improvements that enhance efficiency, customer service, and accountability.

Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.

Work Environment: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may be frequently performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.

Area Information: Pictured Rocks National Lakeshore is located in Michigan's Upper Peninsula on the south shore of Lake Superior between the communities of Munising (population 2,500). The Pictured Rocks National Lakeshore is located in Michigan's Upper Peninsula on the south shore of Lake Superior between the communities of Munising (population 2,500). The duty station for this position is Munising. Amenities in Munising include basic shopping, medical facilities, and K-12 schools. Basic shopping and medical facilities are available in Munising. Summers are generally warm and pleasant. The winter season may extend from October to May and is often characterized by cold temperatures and seasonal snowfall in excess of 140 inches. The area is rich in outdoor sporting activities including hunting, fishing, hiking, boating, biking, camping, and skiing.

In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your supervisory probationary your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/04/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience with supervising a staff of subordinates and supervisors related to a fee collection operation, handling, tracking, and completing administrative duties relating to a fee collection operation; operating fee collection equipment such as cash registers, credit card machines, and automated fee machines, and preparing spreadsheet outputs that support routine program tracking and budget reporting. Your resume must include hours per week worked or you will be found not qualified.

EDUCATION: Successful completion a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

Successful completion of a combination of graduate level education and specialized experience that together meets the requirements of the position (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university. You must include transcripts.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
