Duties to include but not limited to:

  • Provides service and technical counsel necessary to meet the procedural, legal, and administrative requirements relating to the care and treatment of patients and to achieve maximum utilization of treatment and care facilities through a fully developed, comprehensive patient administrative management program.
  • Applies laws relating to the determination of eligibility for hospitalization, outpatient care, and other related services and benefits.
  • Responsible for assuring the provision of specialized examinations such as Agent Orange, Ionizing Radiation, POW, and Persian Gulf.
  • Participates with other service chiefs as a member of top management committees involved in goal setting and policy making.
  • Responsible for developing, revising, and maintaining a management reporting system of statistical data involving medical center patient workload in accordance with VACO, regional, and local directives.
  • Compiles, validates, and analyzes data for special reports, budget preparation, and planning.
  • Coordinates with the Chief of Fiscal Service and other management officials in reviewing, analyzing, and responding to budgetary and workload submissions to the VISN and VACO.
  • Ensures prepared data affecting the budgetary process is reviewed for accuracy, timeliness, and validity.
  • Responsible for the inpatient bed control system and for conducting bed utilization studies, analyses, and evaluations.
  • Promotes better utilization of management principles and practices
  • Reviews patient administration and patient care functions to identify areas where studies should be conducted, initiates workload surveys, schedules studies in clinics and emergency care services, and recommends changes in work distribution and scheduling.
  • Develops and administers a performance monitoring plan for reviewing and appraising the effectiveness of patient administrative functions.
  • Participates in the annual budget estimate for VA Maryland Healthcare System operations, including patient care and non-VA care funds, staffing, equipment, supply needs, and construction changes based on patient workload trends and bed utilization projections
  • Plans and directs the work of the service through the Chief of Health Benefits, and the Chief of Health Information Management.
  • Formulates and directs administrative procedures to ensure efficient processing of work and in-service training.
  • Responsible for qualitative and quantitative analysis of medical records and ensures compliance with standards of The Joint Commission, VA, HCFA, and other accrediting bodies.
  • Ensures timely, complete, and accurate diagnostic and procedure coding of inpatient discharges and outpatient encounters using ICDI OCM and CPT Systems.
  • Manages, directs, supervises, and administers supportive medical center functions such as medical records, patient travel, registration, intake, reception, and means testing.
  • Participates in developing human resources management policies for VA Maryland Healthcare System and manages a personnel program of 300 employees through multiple supervisors.
  • Conducts investigations and prepares findings for matters under the Directors jurisdiction and responds on behalf of the Director to subpoenas for medical records.
  • Maintains proper liaison with legal services and informs management and staff about patient administration issues with legal implications.
  • Ensures staff understand legal requirements affecting patient care and maintains responsibility for the medical record system, ensuring availability for clinical, administrative, research, education, and peer review purposes.
  • Supports the electronic medical record and its continued development.
  • Supports emergency preparedness activities under the VA/DoD Contingency Plan as a primary receiving facility, involving bed control reporting and patient movement.

Physical Requirements: The work is primarily sedentary, performed in an office environment with some walking, standing, and bending required when conducting inspections, attending meetings, or reviewing operations across multiple clinical and administrative areas. Occasional lifting of light materials such as files or binders may be necessary. No special physical exertion is required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Leading teams, managing programs, or directing operations within a healthcare or comparable complex organization.
    • Directing and overseeing the full patient administration infrastructure, ensuring proper eligibility determinations, accurate documentation, timely admission and discharge processes, and compliance with legal and accreditation requirements.
    • Expert knowledge of federal laws, VA regulations, eligibility criteria, privacy and medical legal requirements, accreditation standards, and healthcare reimbursement processes.
    • Supervising or overseeing staff, participating in recruiting and hiring, evaluating performance, and implementing staff training and development.
    • Data management in budget formulation, analyzing operational data, generating reports, and using data to support decision-making and organizational improvement.
