This position is located in the Workforce Relations Division (WRD), Office of Human Resources (OHR), Office of the Chief Administrative Officer (OCAO), United States Capitol Police (USCP). The Office of Human Resources provides leadership and oversight of a comprehensive human resources program that supports the USCP mission. Within OHR, the Workforce Relations Division administers employee relations, labor relations, performance management, reasonable accommodation, temporary restricted duty, fitness for duty evaluations, leave administration, workforce policy, and related workforce relations programs while ensuring compliance with applicable laws, regulations, agency policy, and collective bargaining agreements.

The Human Resource Specialist (ER/LR) serves as the agency’s senior technical advisor within the assigned program areas, providing expert advisory and consultative services to executive leadership, managers, supervisors, and employees on complex employee relations, labor relations, workforce policy, performance management, and workforce relations matters affecting both bargaining unit and non-bargaining unit employees. Develops workforce policy, administers assigned programs, evaluates organizational impacts, and recommends legally supportable solutions that promote consistent, equitable, and effective workforce management throughout the agency.

Specifically, the Human Resource Specialist (ER/LR) will:

  • Provide guidance to management on employee and labor relations matters affecting both bargaining and non-bargaining unit employees.
  • Provide input to management before consultation to managers and supervisors regarding employee conduct, attendance, discipline, leave administration, grievances, and the interpretation and application of agency policies, collective bargaining agreements, and applicable laws and regulations.
  • Prepare and provide input for management responses to Requests for Information (RFIs), notices of proposed changes, demands to bargain, negotiability matters, grievances, and other labor-management correspondence.
  • Provide policy interpretation and guidance for management responses to managers and employees regarding reasonable and religious accommodation requests, medical documentation requirements, and other related workplace accommodation matters.
    Coordinate the Fitness for Duty Evaluation (FFDE) process by working with management, medical providers, the Office of General Counsel, and other stakeholders to ensure evaluations are administered in accordance with agency policy and applicable requirements.
  • Provide consultation and policy interpretation input to management that will be disseminated to managers and employees regarding assigned workplace flexibility and workforce relations programs.
  • Review proposed agency policies, directives, organizational changes, and management initiatives to evaluate their impact on bargaining unit employees and determine whether collective bargaining obligations exist.
  • Develop, review, and revise workforce relations policies, procedures, and guidance within assigned program areas to ensure compliance with applicable laws, regulations, agency policies, and negotiated agreements.
  • Provide guidance and consultation input for management responses to managers and supervisors regarding performance planning, progress reviews, annual performance evaluations, probationary employee requirements, performance improvement plans (PIPs), and performance-based actions.
  • Perform all other duties assigned.

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-9/GS-11 level which includes 1) interprets and provides instructions on laws, regulations, policies, and procedures, and develops guidance on appropriate courses of action; 2) provides advice, guidance training, and outreach to employees and managers with assigned programs and projects; and 3) responds to difficult issues that involve complex projects, and problems that require expert advice or authoritative policy.

For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level which includes 1) interprets and provides instructions on laws, regulations, policies, and procedures, and develops guidance on appropriate courses of action; 2) provides advice, guidance training, and outreach to employees and managers with assigned programs and projects; and 3) responds to difficult issues that involve complex projects, and problems that require expert advice or authoritative policy.

Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/ Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
