The incumbent's primary responsibility will be supporting the data analysis, product development and reporting needs of the Office of Analytics & Performance Integration (API), Veteran Support Service Center-Operations (VSSC-O) section, including the development of national tools, to help leadership at all levels of the organization, front line staff, and providers better manage the delivery of healthcare and associated operational functions.

Help

Major duties include but are not limited to:

  • Developing solutions, in both conceptual design and technical coding/prepping data, and developing tools to ensure delivery of high standard initiatives, fit for purpose, design, and code.
  • Analyzing, designing, developing, testing, maintaining and supporting products built using Microsoft Business Intelligence (BI) Suite, Integrations Services, Analysis Services, Reporting Services, Pyramid Analytics,.NET Applications, and all associated extract /transfer/load (ETL) activities to prepare data, apply business rules and quality assurance, and to stage data for reporting.
  • Designs and develops national tools and knowledge products, including surveys, databases, and reports associated with clinic wait times and wait lists, consults, clinic utilization and management, patient and employee experience, workload, care in the community, HR, Finance, and patient demographics.
  • Produces analytical reports and studies that are made available to a wide-variety of constituents, including oversight bodies and external stakeholders.
  • Collaborates effectively with field and program office stakeholders and field users of the products developed.
  • Supports national data analysis, data mining, reporting and program development.
  • Evaluates data from the various data systems and makes recommendations.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.
Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work, unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2026.

Time-in-Grade Requirement:: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-in-Grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your Time-in-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year Time-in-Grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year Time-in-Grade. Note: Time-in-Grade requirements also apply to former Federal employees applying for reinstatement, as well as.

Specialized Experience: Applicants must meet the specialized experience to qualify for the position.

You may qualify based on your experience as described below:

  • GS-12 Specialized Experience: For this position, you must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Performs analysis, design, development, testing, maintenance and support of products built using Microsoft Business Intelligence (BI) Suite, Integrations Services, Analysis Services, Reporting Services, Pyramid Analytics, and .NET Applications.
    • Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
    • Tracks assigned projects, including change control, documentation and notification to key stakeholders through use of internal project tracking tools and through application of sound project management principles.
    • Develops and maintains data definitions and other associated documentation for assigned reports in an easily understood language and format.
    • Evaluates written materials, including technical materials, rules, regulations, instructions, reports, charts, graphs, or tables and applies what is learned from written material to specific situations.

  • GS-13 Specialized Experience: For this position, you must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Analyzes, designs, develops, tests, maintains and supports products built using Microsoft Business Intelligence (BI) Suite, Integrations Services, Analysis Services, Reporting Services, Pyramid Analytics, and .NET applications, including all associated extract/transfer/load (ETL) activities to prepare the data, apply business rules and quality assurance, and to stage the data for reporting.
    • Exercises initiative and collaborates effectively with field and program office stakeholders, as well as, field users of products developed, with complex and competing activities; such as constant changes to the technologies used and increased, competing demands for more products to be developed.
    • Independently designs and implements data reporting systems like SQL Server Reporting Services Reports (SSRS), Online Analytical Processing (OLAP) Cubes and subsequent front-end tools for interacting with the Cubes (i.e. Pyramid Analytics), or .NET applications for retrieving and displaying statistical data from various databases and sources.
    • Consults to understand customer needs, document requirements, develop solutions, both in conceptual design and technically, coding/prepping the data, and developing the tools and ensure that the initiatives being delivered are of a high standard, in terms of fit for purpose, design and code.
    • Ensures the accuracy of information delivered for assignments under purview, including, but not limited to, technical delivery, program ownership, accountability and long range strategic planning.
    • Produces analytical reports and studies that are made available to a wide-variety of constituents, including oversight bodies, and external stakeholders.
    • Develops training materials, comprehensive documentation, or other tools regarding all data and reporting products produced for end-users.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
