About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at 160th Signal Brigade in Camp Arifjan, Kuwait.

This is an unaccompanied position with an initial overseas tour of 1 year with possible extensions for a total of 5 years.

Duties

Help
  • Directs and evaluates a comprehensive, 24-hour-a-day safety and occupational health program and serves as the primary adviser to the Commander, staff, and subordinate commanders, analyzing and resolving complex, diverse, and high-risk hazards.
  • Develops and implements policy and guidance applicable to hazardous operations supporting the Command mission, including use of current information technology communications equipment and repair of complex electronic/electrical gear and materials.
  • Plans, organizes, and provides technical advice to subordinate command unit safety personnel. Briefs senior command officials who discuss Command-wide safety problems and review Command accident experience.
  • Establishes and maintains continuing liaison and cooperative relationships with subordinate organizations, host nation and Army safety and governmental officials and civilian professional organizations.
  • Directs the systematic collection and analysis of accident data and directs performance of job hazard analysis on hazardous communication and electronic job specialties.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Position requires incumbent to obtain and maintain a U.S. tourist passport with no travel restrictions and valid state issued driver’s license.
  • Mission essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Position requires temporary duty (TDY) business travel approximately 20% of the time.
  • Must be able to successfully complete a CENTCOM MOD-18 compliant deployment physical exam.
  • Pre-employment physical required as a condition of employment, prior to appointment, reassignment, or transfer, prior to reporting for duty. Subsequent annual physicals are required.
  • Travel to overseas location might require specific immunizations and training/certification IAW US Army South and Department of the Army Personnel Recovery policies.
  • This position may be required to be screened for applicable immunizations. Applicants selected for appointment to this position will be required to sign a statement consenting to mandatory immunizations applicable to the overseas area being assigned.

Organization is defined as current, permanent ARCYBER/NETCOM employees only.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.

Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting with the development of policies for hazardous military operations; Implementing safety guidelines, standard operating procedures, and processing accident reports; analyzing and resolving complex, diverse, and high-risk hazards; and planning and scheduling the safety and health inspection program.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

  • Domicile to duty transportation will be provided at no cost to employees, this is a taxable benefit. Shipment and storage of Privately Owned Vehicle (POV) is NOT authorized.

  • Locality pay does not apply in the overseas area.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

Headquarters 160th Signal Brigade was reactivated for the fourth time on 3 September 2003 at Camp Arifjan, Kuwait with two battalions (25th and 54th Signal Battalions). The Headquarters 160th Signal Brigade provides the US Army Central Command and Third US Army with enterprise communications capabilities necessary to accomplish missions throughout the Southwest Asia and US Central Command area of responsibility.
