Summary

The incumbent serves as a Management Analyst in the Support Services Division (SSD) of the VA Regional Office. The position provides program, administrative, technical, analytical, and management support to the Chief and Assistant Chief, as well as other staff members. A Management Analyst is needed to ensure that the division runs efficiently and effectively and that all program, management, and administrative tasks and responses to inquiries are handled appropriately and promptly.

Typical duties include, but are not limited to:

  • Assist and advise management on the effectiveness and efficiency of the Divisions programs and functions
  • Develops, analyzes, evaluates, and improves the effectiveness of work methods and procedures, management controls, information, and documentation systems.
  • Analyzes management techniques, processes, and styles for improving organizational effectiveness.
  • Handles correspondence and is privy to sensitive employee and labor relations issues.
  • Provides advice and prepares memos for management regarding labor management issues, master agreement discrepancies and managements position on such issues.
  • Gathers information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
  • Provides position management advice and recommendations to agency managers including providing advice on the distribution of workload among positions and organizations.
  • Formulates, presents, executes, and analyzes organizational budgets. Evaluates financial trends and determines compliance with agency guidance.
  • Analyzes management techniques, processes, and styles for improving organizational effectiveness.
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels.
  • Provides advice and prepares memos for the SSDC regarding labor management issues, master agreement discrepancies and management's position on such issues. Keeps all records and timetables concerning Master Agreement matters for the SSD Managers.
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs.
  • Maintains a Records Management Program for a multi-mission program consisting of related functions.
  • Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, and distribution of work assignments.
Promotion Potential: There is no performance potential; GS-11 is the full performance potential.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/28/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 position you must have served 52 weeks at the GS-09.
  • If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 11 (or higher) and the promotion potential of your current position must be at least GS-11
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below:

SPECIALIZED EXPERIENCE REQUIREMENT: Specialized Experience: Applicants must have at least one (1) year of specialized experience, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation.

GS-11 Grade Level:
  • Specialized Experience: You must have one (1) year of specialized experience equivalent to the GS-09 level. Specialized experience is defined by experience with management and organization principles and practices. This experience must have provided the knowledge of quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The applicant must document knowledge basic federal rules, laws, and regulations.

  • Education Substitution: You may substitute education for the required experience. To qualify based on education you must have:
    • Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.


Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The regular and recurring work of the position is primarily sedentary. Typically, the employee may sit comfortably to do the work. Some walking, bending, stooping, and carrying of light materials may be necessary. Occasional use of automobile and public transportation may be required to attend conferences and meetings. No special physical exertion is required to perform the work.
